DottaandPaperclip 1e3ab690b0 fix(routines): prevent recursive Sentry run repairs (#18714) ...

Validate Sentry failed-run alerts before routine dispatch. Reject repair-generated provenance and private sources. Deduplicate source runs through stable primary-key receipts, including setup retries and suppressed deliveries.

Verified with 166 focused tests, server typecheck and build, generated-reference checks, passing required CI, and Greptile 5/5.
