DottaandClaude Opus 4.8 3fa9d1e935 Add e2e smoke for application delete dialog (PAP-10817) ...

Drives the live tools/applications page: seeds a connection-free
application and a connection-bearing one, opens the row-actions Delete
dialog for each, and asserts the safe-delete copy vs. the
connections-blocked guard message. Doubles as the screenshot capture
for the handoff.
