Read current identity, policy, and setup credentials without transferring unused chat content. Preserve company predicates and all three lock modes.

Verified workspace and server typechecks, the server build, 246 selected tests, all CI checks, and Apex 5/5. The setup cases use fixed ordered receipt and processing timestamps.
