DottaandClaude Opus 4.8 7b343739d8 fix(backups): neutral 'Not yet run' for first-run snapshot/backup (PAP-14765)

Address UXDesigner redlines on the Backups & version history page:

- Redline #1 (should-fix): a brand-new instance that hasn't produced its
  first snapshot/backup no longer shows amber 'Attention' (read as a day-one
  regression). When enabled && status!='ok' && never-run, use a neutral
  'Not yet run' pill and render the health warnings informationally (muted +
  info icon) instead of amber. Amber 'Attention' is reserved for the stale
  case (a snapshot/backup exists but is older than the freshness window).
- Redline #2 (confirm): align the restore-runbook link to the
  paperclipai/paperclip org to match the shipped SmokeLabTab doc-link
  convention (master-pinned, resolves post-merge).
- Optional polish: drop the no-op hover highlight on commit rows (false
  signifier) and add title tooltips — full commit subject, absolute local
  time on the timestamp, and full hash on the short-hash.

Published static assets for the Paperclip board UI.

What gets published

The npm package contains the production build under dist/. It does not ship the UI source tree or workspace-only dependencies.

Storybook

Storybook config, stories, and fixtures live under ui/storybook/.

Typical use

Install the package, then serve or copy the built files from node_modules/@paperclipai/ui/dist.
