DottaandPaperclip 34076590d7 Add missing-user-secret warning path and access-event owner metadata

- MissingUserSecretsBanner: reusable warning listing the current user's
  unset user secrets with inline "Set value" (shared SetMyUserSecretDialog).
  Renders nothing when there is nothing missing, so it is safe to embed.
  Mounted on the New Issue dialog (task creation surface).
- Secret access events now show the User-secret scope badge, responsible
  user, and credential owner (resolved via the company user directory),
  satisfying the user-secret owner metadata deliverable.

Published static assets for the Paperclip board UI.

What gets published

The npm package contains the production build under dist/. It does not ship the UI source tree or workspace-only dependencies.

Storybook

Storybook config, stories, and fixtures live under ui/storybook/.

pnpm --filter @paperclipai/ui storybook
pnpm --filter @paperclipai/ui build-storybook

Typical use

Install the package, then serve or copy the built files from node_modules/@paperclipai/ui/dist.
