Devin FoleyandPaperclip 2c55bbd8a6 fix: include issue_reopened_via_comment in comment-wake retry-skip ...

The retry-skip in finalizeIssueCommentPolicy only checked for
issue_commented and issue_comment_mentioned wake reasons, missing
issue_reopened_via_comment. This could cause an unnecessary
missing-comment retry when an issue is reopened via comment.
