DottaandPaperclip 20e0ca839e fix(native): fence continuation settlement during controller restart ...

Reject stale approval reports bound through unsatisfied criteria. Revoke
controller checkpoint and completion writes after restart detachment and
roll back in-flight port mutations after cancellation. Preserve bounded
same-turn accounting settlement and terminal subscription teardown.
