DottaandClaude Opus 4.7 0fdfd4bd49 Populate perEntityTypeCounts in local upstream manifest (PAP-9800) ...

The hand-rolled manifest in buildLocalUpstreamExportBundle was missing the
perEntityTypeCounts field that cloud's buildUpstreamDataCoverageReport indexes
into during manifest_only preview. Compute the counts inline so cloud's
coverage report receives the same field it does from its canonical builder,
and so older clients that hit a non-defensive cloud still work.
