DottaandPaperclip 0d7d4c6407 test: complete retry boundary runtime lifecycle fixture ...

Give the no-op retry service runtime its required read-only lifecycle accessor. Preserve all singleflight, authority and shutdown assertions; keep production lifecycle checks strict.
