DottaandPaperclip 05c033d43b chore(server): add heartbeat coverage harness (PAP-12684) ...

Add @vitest/coverage-v8@4.1.8 (matches vitest ^4.1.8) and a
test:coverage:heartbeat script scoped to src/services/heartbeat.ts and
the future src/services/heartbeat/** modules, with text+html reporters.
Not wired into CI gates. Phase 0 of the PAP-12668 refactor plan.
