Per-change verification for design sessions is now token gates + typecheck +
ui vitest + live before/after screenshots; the 510-snapshot Storybook suite
becomes "full-rigor mode (dormant)" until the baseline archive publication
flow exists (it was never a required CI check, and the committed manifest is
still a placeholder). Decision recorded in doc/design/DECISION-SHEET.md;
CHANGING-THE-UI.md, AGENT-SESSIONS.md, and DESIGN.md updated to the tiered
policy with revival instructions kept verbatim.

The session workflow is codified as two dual-exposure skills (authored in
skills/, symlinked into .claude/skills/ like the existing paperclip skill,
discoverable by Paperclip's project scan):
- design-session: isolated worktree instance (server+UI+own DB), WORKTREE
  banner proof, per-change verify loop, plain-language reporting
- pr-to-green: clean branch off master, template-complete draft PR, iterate
  to CI green + commitperclip pass + Greptile 5/5, then mark ready
