Dotta f30768a528 chore(staging): retain Ralph applied migration history ...

Keep the already-applied 0294 migration in the staging deployment manifest so the guarded rollout accepts the merged PR 14775 application code. All application source remains identical to 0829d94af; this branch is only for Ralph compatibility and is not intended to merge into master. SQL and journal entries were verified byte-for-byte against Ralph current e30a15cc0 deployment.
