Remove an interrupted return staging file under the existing credential lease before the next export. Check remote removal results and retain cleanup ownership until deletion succeeds.

Credential/runtime tests: 93 passed. Tenant executor and lifecycle tests: 469 passed. Runner and server TypeScript checks passed.
