DottaandPaperclip a8cb1427d1 Rewrite paperclip-create-plugin skill for CLI-first local development ...

Defaults agents to building plugins outside the Paperclip repo via
`paperclipai plugin init` and installing them by absolute path with
`paperclipai plugin install`. Documents the rebuild/reload loop honestly,
adds the success checklist (scaffold path, commands run, install status,
tests/build, reload limitations), and reserves core edits for explicit
bundled-example requests.
