DottaandPaperclip 60c3ca6e94 Add pipelines aggregation endpoints ...

Adds the PAP-10830 backend aggregation layer for the pipelines UI:
attention feed (suggestions/reviews/headsUp), company-wide case-events
learnings feed, recursive case children tree with rollup counts,
activeWork on case detail and case lists, and observed cross-pipeline
connections on the pipelines list. Introduces a first-class
upstream_drift case event so unresolved drift is queryable instead of
living only in issue comments.
