Michael NguyenandClaude Fable 5 36f38a6b10 merge origin/master into LOOA-700-recovery-tightloop (resolve against upstream board-escalation + heartbeat workspace-validation work) ...

Conflict was confined to server/src/services/recovery/service.ts:
- reconcileIssueGraphLiveness was deleted upstream by #12681; took the
  deletion (our two lines there only surfaced the notInvokableSkipped
  counter into that caller's result object).
- Dropped the recoveryOwnerAgentId argument from the workspace-validation
  escalation call: #11961 removed takeover routing from
  escalateStrandedAssignedIssue (board escalation, no takeover).
- Updated the Storm 1 test to assert no wake is enqueued on escalation,
  matching the #11961 policy.
