Adding provider calls within each feature would duplicate credential access, permission checks, and billing rules. **Proposed solution** Let a connection manager configure one company decision model. Support OpenAI Decisions and Jev through OpenRouter. Provide a fixed setup test and metadata-only history. Default company-sponsored background decisions to on during setup, and preserve a saved off setting. **Alternatives considered** Per-feature credentials would duplicate existing connection management. Personal overrides and provider fallback chains add permission and billing complexity; they remain deferred. **Roadmap alignment** Reviewed ROADMAP.md and searched open PRs. This extends existing connection access and budget accounting. Product features that call the service remain outside this change. No matching decision-model service PR was found. ## What Changed - Add company settings, an internal `decisionModelService`, local availability checks, and trusted human, agent/run, and system contexts. - Pin Vercel AI SDK provider dependencies and adapt boolean, choice, and ordered-score decisions for both providers. Bound requests and time; disable paid retries. - Add durable invocation metadata and agentless decision ledger charges. Preserve fractional cents, pricing evidence, dispatch identity, and unresolved billing holds. - Share the company accounting lock and apply company, agent, and project budgets. Settle charges once, retain unknown holds, and recover interrupted calls without resubmission. - Reuse connection setup and management UI. Add a Decisions view under Costs, production-component Storybook coverage, database migration, and service documentation. ## Verification - Passed 166 current-code tests covering the decision service/provider, setup component, Costs, OpenAPI, and every failure from the earlier broad run. Coverage includes native SDK wire formats, refusals, billed malformed responses, permission and secret-rotation races, identity changes, concurrent budget admission, unresolved holds, agent/task deletion, and stale setup feedback. - Passed 170 existing connection, cost, budget, heartbeat-accounting, and profile regression tests. - Passed repository typecheck, production build, and design token gates after integrating master. Verified the generated migration on a fresh test database and upgraded the populated preview database from the branch's earlier migration without losing settings or usage. - Ran the required full `pnpm test:run`: its general phase completed with 16,354 passed and 10 failures across five files while this branch was still being updated. Every reported failure passes in the current-code rerun; the serialized phase did not run after that failure. The full GitHub CI suite passed on `b1b856a88`: general and serialized tests, browser shards, runner checks, typecheck, production build, packaging/canary, and policy gates. This change reuses the persistent Ed25519 identity from that PR. **Subsystem affected** Server authentication, pure resource readers, and the shared wire contract. **Problem or motivation** One internal Paperclip agent must inspect customer onboarding work. It must not receive owner login or database credentials. Reads must not create customer sessions, memberships, activity, or read receipts. **Proposed solution** Add disabled-by-default run authority and versioned tenant inspection endpoints. Require strict instance-bound managed-run JWTs on the home instance. Require exact-operation, single-use Cloud permits on tenants. Execute a reviewed company-scoped catalog in read-only transactions. Cloud applies seven-day stack-age eligibility and human exceptions. **Roadmap alignment** This is access support for Cloud deployments and governed agent identities. Bot creation, scheduling, scoring, and reports are separate work. The maintainer requested this implementation. ## What Changed - Reuse existing public identity reads and managed private-key injection. Reject unprovisioned keys, paused agents, ended runs, legacy signatures, and wrong instances. - Mount `/api/customer-success/v1` before actor/session synchronization. Users must leave the assistant for these routine actions. **Proposed solution** Add named tools and a restricted API registry to direct connections. Require separate configuration consent. Reuse domain routes and retry receipts. File uploads save the attachment when the byte transfer succeeds. **Alternatives considered** Arbitrary REST forwarding would expose administration and credential operations. Raw results, usage and source fingerprints are retained in the worktree. UI and Product E2E typechecks pass. - Prior head `2f246d4b74f1f98c75ebcb37ae6753a748237fac`: all 52 checks pass; two optional Storybook checks skip. Greptile 5/5 on that head, no unresolved review threads. Final consent head `64f96373118eb190f8cba1c2ab17cb979555f3ad` also has all checks passing and Greptile 5/5 with no unresolved threads. The unchanged Cursor sandbox test had one 10-second timeout, passed in local isolation, and passed its single CI rerun; the failed attempt remains in [the CI run](https://github.com/paperclipai/paperclip/actions/runs/37554106934). The existing chat retry-denial browser test had one visibility failure; its single rerun passes, and the failed attempt remains in [the CI run](https://github.com/paperclipai/paperclip/actions/runs/37542735691). - Full workspace `pnpm -r typecheck` and `pnpm build` pass at final runtime source `b2196fae1`. UI token gates pass. - 139 MCP/OAuth/transfer/privacy tests and 76 grader calibration tests pass, including one-connection PostgreSQL OAuth and concurrent upload retries. - Paid Product E2E: all eight expanded cases qualified across Mini, Haiku and Sonnet. A merged-source repeat passed 23/24; one Haiku cell timed out before application startup. Final affected-case qualification passes 9/9 on all three models with grader v16, including the failed cell. Automatic retries disabled; failures, costs, source hashes and independent durable-state/file assertions are retained in [the verification record](doc/plans/2026-10-06-expanded-assistant-mcp-verification.md). - Actual Codex CLI, Claude Code and OpenCode clients completed local reads/mutations. Codex wrote a report, Claude updated it in a later conversation, and OpenCode uploaded/downloaded a file with matching SHA-256 and registered the attachment. Revoking the CLI grant rejects subsequent bridge initialization. - Butter staging is verified on final runtime `b2196fae1` ([deployment](https://github.com/paperclipai/paperclip-cloud/actions/runs/37538432138)). Invalid transfer tickets return 403 through Cloud. Human approval for the new persistent staging grant is pending; hosted task/file success is not yet claimed. Sending this feedback through task comments adds noise and can alter task workflows. **Proposed solution** Store free-form feedback in the current instance database. Derive agent, run, company, and task attribution from active authority. Provide default legacy skills and provider-neutral native actions. Keep the instructions close to Warp's MIT-licensed originals. **Alternatives considered** Task comments and external Slack delivery add unwanted side effects. Mandatory suggestion fields and short editorial limits would discard useful feedback. This PR now targets master. Related settings convention: #13905. **Current behavior** The preview uses an environment variable to enable MCP. Hosted consent repeats organization selection. Assistant access has no entry in Connections, so users must already know the endpoint and how to reach consent. **Proposed behavior** An administrator enables Settings → Experimental → Assistant connections (MCP). A hosted connection shows the selected organization and its icon, then asks for permissions. Requested write access starts checked when the user’s role permits it; the user can opt out before connecting. Direct instance connections show an organization picker with the first available organization selected. The selection stays fixed across refetches and still requires an explicit Connect action. Connections includes Assistant Connection (MCP). Its setup page explains the canonical endpoint, client configuration, browser authentication, and connected access. It connects as the current person and does not select or impersonate an agent. **Reason and benefit** Operators manage access with the other experiments. One unchanged adapter-utils bridge test raced a response-file write (expected a JSON error, received the safe file-changed error). The exact test passed locally without edits. The single failed-job retry passed; the original failure is retained in workflow 37490609192. All 54 checks now pass on final head `8ebeae84ca77c0cf7ac12c2006f0f8743fe50e0b`, with security scan and fresh Greptile 5/5 and no unresolved threads. Foundation #14846 subsequently merged as `e34abee670069cca84afb2efb86041bce7dccbec`; the final integration above now targets master. - Integration with current master: preserved the new Connections source filters and pagination, kept all eval suites, and regenerated the consent/device snapshots as migrations 0303/0304. Its health route also opens the database. This prevents idle database compute from suspending. **Expected behavior** An explicitly marked unclaimed application should keep its HTTP process and sandbox provider plugins ready while leaving the database idle. A successful signed claim should resume normal API behavior and background processing. Claimed and self-hosted instances should keep their current behavior. **Steps to reproduce** Start an empty Cloud-managed application and leave it unclaimed. Observe database activity while repeatedly requesting `/api/health`. Before this change, periodic queries continue without company data. Related: #15153 reduces allocation during chat polling. This change suppresses polling only for explicitly marked, empty, unclaimed Cloud apps. ## What Changed - Add `PAPERCLIP_CLOUD_WARM_STANDBY=1`. Check company emptiness once after restoring the persisted Cloud runtime identity. Missing Cloud configuration, existing data, or a persisted claim leaves normal processing active. - Gate recurring database pollers with an in-memory predicate. Keep startup preparation and sandbox provider plugin loading intact. - Serve unclaimed health probes without session or database reads and report `warmStandby: true`. Serve standby pages/assets directly from the UI router, bypassing session, bearer, tenant, and dynamic handlers. Refuse API requests and all WebSocket upgrades before authentication can query SQL or seed company data. - Exit standby after the existing signed identity assertion commits. Normal timers resume at their next tick; a restart restores the claim even with stale provider variables. - Document the marker, readiness semantics, rollout checks, and rollback. ## Verification - `pnpm -r typecheck` passed. A final server typecheck also passed after adding tests. - `pnpm build` passed. - Focused standby, signed claim, restart, health, static/Vite routing, hostname, HMR, and live-events suites: 72 passed after the review fixes. Includes real HTTP upgrade admission before/after claim. - `pnpm test:run` was attempted locally; both superseded runs were stopped after encountering checkout/platform failures. A clean-checkout rerun eliminated ancestor skill-directory lookup failures. The company-skills/runtime-cache families encounter macOS read-only-directory rename failures (`EACCES`); all three company-skills failures reproduce on unmodified base `bf14f803d5`. The initial full run also reported one native runner API test failure; an isolated comparison on both revisions was blocked by local embedded PostgreSQL startup failures. The full [Linux CI run](https://github.com/paperclipai/paperclip/actions/runs/37423263993) passed on final commit `5016c415ea`, including all server and workspace test shards, browser suites, typecheck, build, and release canary. This is not a claim that the full local suite passed. - Isolated full server with local PostgreSQL: after startup and connection expiry, 70 health probes, 70 page requests carrying valid synthetic tenant credentials, and 70 rejected WebSocket upgrades over 70 seconds observed zero app database connections. Mem0, Cognee, Zep, and Honcho have successful store/retrieve proof. - Supermemory now has scoped read/write consent. Local storage and real Daytona write, document read, and semantic recall passed; indexing completion was verified before claiming success. - All five providers were exercised through a real Daytona sandbox and its native runner MCP relay. Provider credentials remained on the server. The final bundled Cognee bridge also passed a fresh Daytona store/recall run. All disposable sandboxes were removed and verified absent after testing. - Storybook is rebuilt and contains the experimental toggle, catalog, setup, permissions, and error states. The Zep and Supermemory access steps advance correctly. ## Risks - Provider OAuth scopes and plan limits remain independent of Paperclip tool permissions. One timing-sensitive callback-ordering test passed in isolation and its CI shard passed one retry. The duplicate local full-suite run was stopped after CI completed; it is not counted as a local full-suite pass. - Before the final Slack rebase and migration renumbering, 186 focused GitHub tests, 14 native bootstrap cases, token gates, and Storybook build passed. The final rebase retained the new Slack communication guidance. - The embedded-browser setup test copied the full detailed prompt, including the configured Paperclip instance URL. Desktop and narrow layouts were checked. Component tests cover successful copying and clipboard failure with selectable text and retry. - Live local and hosted GitHub acceptance evidence refers to application revision `cb703ac959876a07ebf3d7a295847f9f351eb6fc`. Real agent tasks exercised issue mentions, automatic PR reviews, inline findings, repeated mentions, task continuation, and failing-to-passing checks after a push. The Storybook agent generated, built, and browser-rendered pages; missing acceptance text failed, matching text passed, and broken JSX produced an incomplete result. - Live cases also covered independently disabled push events, prompt injection, duplicate signed deliveries, rapid pushes, stale-result rejection, finding deduplication, and restart recovery. Formal reviews were denied while disabled and published only after explicit enablement. Check Details links pointed to the underlying task on the trusted hostname. - Those hosted native Claude runs used the provider-pack layer now removed from this PR. The other dispatch paths remain in the scope of that earlier PR. **What happened?** Resuming a paused issue subtree can fail to acquire a sandbox lease even while its provider plugin is ready and its worker is running. The error says the worker is not running because this route's heartbeat service never received the process's worker manager. **Expected behavior** Resumed work uses the same worker manager as normal issue dispatch. Missing wiring and an actually stopped worker produce distinct diagnostic errors. **Steps to reproduce** 1. Configure an agent with a plugin-backed sandbox environment and start the provider worker. 2. Pause a subtree assigned to that agent. 3. Release the hold with `metadata.wakeAgents: true`. 4. The old route constructs an unwired heartbeat service and the resumed run fails during setup. **Paperclip version or commit** Reproduced by source inspection and regression coverage against `9d19f98b50`. **Deployment mode** Server with a plugin-backed sandbox environment. ## What Changed - Pass the process's plugin worker manager from `createApp` through issue tree controls to heartbeat dispatch. - Check for a missing manager before reporting the sandbox worker as stopped. - Exercise the resume request with a shared manager and cover both runtime failure cases. Model a stopped worker explicitly in the existing infrastructure-retry fixture. Existing board and company access checks remain covered. ## Verification - Targeted Vitest route/runtime/recovery suites: 17 passed; 384 native database tests skipped because embedded Postgres cannot start on this host. - Direct server `tsc --noEmit` passed. - `pnpm -r typecheck`, server typecheck wrapper, and `pnpm build` were attempted. Their runner dependency requires `cargo`, which is absent on this host. CI must pass these checks before merge. - Full `pnpm test:run` was attempted. The general server stage reported 8,146 passed, 4,747 skipped, and 14 failed tests across 35 failed suites. Failures were embedded Postgres startup errors (with related teardown errors) and 10 cache-directory rename failures on this macOS host. The local run stopped there; Linux CI must pass the complete suite before merge. - All CI gates are green, including the native database recovery suite, workspace typecheck/build, runner checks, and browser tests. feat(plugins): support image catalogs and persistent application overlays (#13646)

The built-in plugin catalog is fixed in Core source. Downstream images
cannot add entries through an explicit catalog. Existing page slots also
cannot preserve a small application overlay across route changes.
**Proposed solution**
Read a bounded catalog of prebuilt plugins from the image. Verify its
files before importing manifests. Use the existing managed selection and
plugin lifecycle. Add an `appShellOverlay` slot with account and company
cleanup.
**Alternatives considered**
A downstream fork adds merge work. Script injection provides no plugin
lifecycle. A separate runtime download system adds a second distribution
channel.
**Roadmap alignment**
This extends the existing plugin system. Related PR #9006 covers runtime
install replication; this change covers immutable image contents. PR
#12555 covers CLI scaffolding. Neither provides this catalog or
application slot. The maintainer requested this work directly.

- Apply image selection to persisted plugin installs, including removal
and rollback. Adopt the verified image path from existing npm/local
installs and bind runtime worker/UI entrypoints to verified package

- Mount application overlays in both UI shells. Preserve route state and
clear it on account, company and onboarding changes.
- Restrict service-worker offline storage/fallback to hashed public
assets in a separate cache namespace; exclude application HTML and
extension/API data, including after worker restart.
- Document the packaging contract, trust model and rollback
requirements.
## Verification
- Passed `pnpm -r typecheck`, `pnpm build`, and `pnpm
check:token-gates`. Affected server/UI typechecks and builds, plus token
gates, passed again after rebasing onto current master; the 124 focused
tests also passed after rebase.
- Latest focused verification: 124 tests in nine files passed for
catalog/reconciliation/loader, overlay lifecycle, Layout and
service-worker policy. The broader UI/shared/SDK run passed 7,204 tests
in 690 files with canonical `TMPDIR`.
- Real disposable Core/PostgreSQL: catalog install, selection removal,
0.1.0→0.1.1→0.1.0, same-version npm/legacy-path adoption, and
preservation of disabled status passed. Added permissions entered
`upgrade_pending`, withheld UI across restart, and activated only after
explicit operator enable.
- Real Chromium: desktop/mobile layout, route draft retention and
Escape/focus passed with mocked extension responses. A persistent
browser restart retained public hashed-asset offline fallback while
refusing seeded legacy/current private entries and legacy HTML.
- Full `pnpm test:run`: 12,539 passed; 17 failed across six existing
files, stopping later phases. macOS read-only directory renames fail in
runtime-skill-cache and company-skills-service; email tests require an
absent local AgentMail fixture. Native runner/comment-redaction passed
in isolation after temporary Rust setup; agent-conversations also passed
in isolation. No unrelated source was changed to hide failures.
- After rebase, two unchanged chat timing tests failed in CI and passed
locally in isolation. Their CI shard passed on its single retry. All
other current-head CI jobs passed on the initial run; review is 5/5 with
no unresolved threads.
- No live deployment or external plugin service was used.
## Risks
- Plugins are trusted code. The catalog detects packaging errors; it
does not authenticate an untrusted image builder.
- Invalid catalogs fail startup. Images must contain the catalog and
bundles together, with stable directories.
- A host older than this contract lacks the activation guard. Disable
added plugins and remove their configuration keys before reverting to
it.
- Offline navigation now returns 503 instead of replaying cached
application HTML. Only public build assets have offline fallback.
- Rolling back an unapproved permission change retains the approval
gate; review the current manifest and explicitly enable it. A reduced
permission set cannot establish prior approval or prior enabled status.
- Plugin data migrations need their own rollback policy. This change
retains installed records and does not reverse migrations.

feat(onboarding): ClipLab sleepy-to-wake hero and step hand-offs (#13629)

Steps 1 → 4 of the wizard cut between screens, and the wizard mounted cold when a cloud-managed workspace arrived from Cloud's naming screen. **Proposed solution** Vendor ClipLab v0.2.0 as the shared engine and render one studio-exported character from it in every palette, for every pose and size. Play the export's one-shot wake on Review with the palette fading in over the gray dormant loop. Hand steps over inside one presence so the footer slides instead of jumping, and play the arrival half of that hand-off when the wizard opens directly on the agent step. **Alternatives considered** Exporting mp4/webm loops per size: no cursor following, no clean alpha, and the palette "colour in" is a runtime blend. Minting a `cap-v2` character version: nothing had shipped `cap-v1`, so the artwork is regenerated in place instead of migrated. Keeping the separately vendored runtime bundle for the hero: two engines and two characters in one app. ## What Changed - `packages/shared/src/cliplab`: re-vendored from ClipLab v0.2.0 (`987b6db0`) with the Paperclip adaptations replayed (optional graphics backend for the Node SVG snapshot path, supersampled live textures, character framing, deterministic SVG id prefixes); new upstream `particles.ts`. - `packages/shared/src/cliplab/character.ts`: the studio export, mirrored from `ui/src/assets/cliplab/onboarding.character.json` by `scripts/sync-cliplab-character.mjs` (drift caught by `check:token-gates`). `characterDefinition` builds every palette from it; the resting portrait is its idle beat. - `OnboardingCharacter`: gray `sleepy` loop through the agent and connect steps; on Review the one-shot sleepy → wink → idle plays on two lock-step canvases while the palette fades in, then the `idle` loop. This must not import another user's or the operator's ambient credentials. **Steps to reproduce** Run Paperclip in authenticated mode with a local environment. Open Connections, choose OpenAI or Anthropic, and select Subscription. The previous UI never enabled local login preparation. Related: #13247, #13248, and #10751. The task-drain hold from #12485 exists for exactly this, but its routes require instance-admin board authority. The Cloud control plane holds no such credential: the runtime identity assertion is accepted only on `GET /api/health`, by design. So in-flight runs die at every deploy. **Proposed solution** A second, deliberately disjoint use of the same Cloud signing key (`PAPERCLIP_CLOUD_RUNTIME_IDENTITY_JWKS`): a control assertion with its own JWS type (`paperclip-cloud-control+jwt`), its own audience, an `action` claim, a request id, and a short maximum lifetime. A new middleware accepts the `x-paperclip-cloud-control` header only on `/api/instance/task-drain`, binds each method to one exact action (`task-drain:read` / `task-drain:start` / `task-drain:stop`), verifies the assertion against the configured JWKS and `PAPERCLIP_CLOUD_STACK_ID`, and installs a synthetic instance-admin board actor so the existing route authorization, validation, transactional audit, and activity publishing run unchanged (audit rows record actor id `paperclip-cloud`). The header is rejected with 400 anywhere else, so it can never become an ambient credential. The board mutation guard exempts the new `cloud_control` source exactly like the other non-browser lanes. **Alternatives considered** Widening the existing runtime identity middleware would conflate a one-time bootstrap claim with a repeatable management credential and weaken both. A per-stack minted instance-admin API key would work with no auth change but adds a long-lived privileged credential per tenant to store and rotate. The action-bound short-lived assertion keeps authorization per-call and stateless. **Additional context** Self-hosted instances have no `PAPERCLIP_CLOUD_STACK_ID` and reject every assertion — the feature is inert off Cloud. fix(db): reap idle pool connections, name the pool, and end it on shutdown (#12956)
## Thinking Path > - Paperclip is the open source app people use to manage AI agents for work. > - The server keeps one postgres.js pool (`packages/db/src/client.ts`, `createDb`) for every query it runs. #10795 made the pool tunable from the environment, but the defaults stayed at the driver defaults: an idle connection never closes, the pool reports itself as `postgres.js`, and no code path ever calls `sql.end()`. > - On a hosted Paperclip deployment the server entered a restart loop (a bundled plugin failure that #12953 describes made every run fail, and the pool saturated). Each generation opened its ten connections, died, and left the backends open on the PostgreSQL side until TCP keepalive reaped them hours later. After about 20 generations the backends exceeded `max_connections`, and every later boot died on its first bootstrap query with `sorry, too many clients already`, before `server.listen()`. The loop could not heal itself. #9555 describes the same shape on a launchd-supervised self-hosted install. > - Three properties of the pool combine to make this possible: idle connections are never reaped, the pool is never ended on any exit path, and an operator cannot even find the leaked backends in `pg_stat_activity` because they carry the generic driver name. > - This pull request gives the pool a 60 second idle timeout and the `paperclip` application name by default, exposes `max_lifetime` and `application_name` through the same `DATABASE_*` environment contract that #10795 introduced, and ends the pool on the orderly SIGINT/SIGTERM path and on the fail-loud startup path. > - The benefit is that a restarting or crash-looping server releases its backends instead of accumulating them, and an operator can see and count Paperclip's connections. ## Linked Issues or Issue Description - Refs #9555 — database connection pool leak causes an infinite restart loop under load. Nothing on the client checks for a new worker outside navigations, so a parked tab never picked up the fixed worker, and `sw.js` was served with a 1h cache TTL that further delayed update checks. **Expected behavior** Every open tab converges to the deployed bundle shortly after a release, without users unregistering workers in DevTools or hard-reloading. **Steps to reproduce** Install a build's service worker, deploy a newer build, and leave the tab parked (no navigation): the tab keeps running the old bundle indefinitely; the worker update check only happens if the user navigates, and even then a cached `sw.js` can answer it. ## What Changed - New `ui/src/lib/service-worker-updates.ts`: registers `/sw.js`, runs `registration.update()` when the tab becomes visible and on an hourly timer, and on `controllerchange` of a previously-controlled page applies the update with a single reload — only while the tab is hidden, so an update never yanks the page mid-session; a takeover while visible defers the reload to the next hidden transition.
