7b9334cd10 Draft: Build agent-ready design proposal system (#16875)
## Thinking Path

> - Paperclip helps people manage AI agents and their work.
> - People need consistent UI patterns to review and control that work.
> - The current board uses related layouts and controls with different
spacing, type, and behavior.
> - That drift makes it hard for a designer or an agent to build a new
page from a reliable reference.
> - Storybook can show the shared patterns and the states they need to
support.
> - This pull request adds design proposals, a local sandbox, and
reusable UI controls so people can compare the patterns in context.
> - The benefit is a clearer design system that agents can use to build
consistent UI.

## Linked Issues or Issue Description

**Subsystem affected**

`ui/` — React board UI and Storybook.

**Problem or motivation**

Board pages repeat visual and interaction decisions. Storybook did not
provide a complete reference for task views, conversation states,
typography, toolbars, tabs, and light/dark colors. People could not
compare a proposed pattern with the running board in one place.

**Proposed solution**

Add a staged Design Proposals catalog with foundations, components,
layouts, and page specimens. Add an opt-in sandbox. Reuse production
components where possible. Include synthetic conversation states and
shared controls so reviewers can compare and refine them.

**Alternatives considered**

Separate static mockups would not show keyboard behavior, responsive
layout, or real component states. Rebuilding each page only in Storybook
would allow the reference to drift from the board.

**Roadmap alignment**

This improves existing board UI and Skills Manager surfaces. It does not
add a new control-plane capability.

## What Changed

- Added dark and light color references, typography and conversation
specimens, and component stories for buttons, tabs, toolbars, sidebar,
popovers, activity, and task lists.
- Added a local design sandbox with synthetic task conversation playback
and representative states.
- Shared collection toolbars and navigation patterns across task, agent,
project, routine, skill, connector, and artifact pages.
- Added the streamlined Skills tabs and a My Skills collection that uses
the shared skill cards.
- Restored saved-thread access during synthetic playback, kept connector
searchbox semantics, and updated reproduction checks after moving trial
stories.
- Documented the proposed patterns and added focused UI, catalog, and
browser checks.

## Verification

- `pnpm check:token-gates`, `node scripts/check-maps.mjs`, and `node
scripts/storybook-catalog.mjs --check` passed.
- Full workspace `pnpm -r typecheck` and `pnpm build` passed after
merging master. After the review fixes, focused UI typecheck, `pnpm
build-storybook`, 23 Skills Sources tests, and all 15 Storybook
typography browser tests passed.
- Focused task-thread and system-notice suites passed: 251 tests.
Connector Browse passed 84 tests; the connector, attachment, recovery,
and Storybook flyout browser journeys passed locally.
- A local full Vitest run hit one intermittent chat-channels integration
failure; that test passed in isolation. GitHub CI
[39347996059](https://github.com/paperclipai/paperclip/actions/runs/39347996059)
passed on the exact latest commit: 55 successful checks and two skipped
draft-only Storybook jobs.
- Greptile reviewed the exact latest commit at 5/5 with no new comments
or open review threads. GitHub reports the branch as cleanly mergeable.

## Risks

- This PR changes 206 files and exceeds the repository's 100-file review
target. Review by commit and consider a scoped split before merge.
- Design Proposals are staged references. Fixture interactions do not
prove API behavior, permissions, or provider execution.
- UI changes to shared controls may affect pages outside the proposal
sandbox. Focused browser checks and the full CI matrix passed.

## Model Used

- OpenAI Codex, GPT-6 family. The exact runtime model ID and context
window are not exposed in this session. The model used reasoning, code
execution, browser inspection, and local tests. Earlier branch commits
were also AI-assisted in this Codex conversation.

DottaandPaperclip 33d24e48ad fix(skills): simplify source rows, errors, and actions (#16310)
## Thinking Path

> - Paperclip manages agent skills from GitHub repositories.
> - Skills → Sources shows saved repositories and their sync status.
> - A saved source gained a second repository row when other projects
used the same repository and branch.
> - That row repeated the GitHub icon and branch, and it exposed project
names that did not help with source management.
> - The page also repeated the Installed navigation link and showed
refresh errors as separate lines of text.
> - Connection management also appeared under each source, where it
competed with source-specific actions.
> - This pull request shows each saved source once, groups error
details, and moves connection management into the menu beside Import
from GitHub.
> - The result is a clearer source list that keeps import and recovery
actions available.

## Linked Issues or Issue Description

**What happened?**

When a saved source shared its repository and branch with other
projects, Skills → Sources displayed a second GitHub header and the
names of those projects. The page also displayed an extra Installed
skills link and repeated Manage GitHub connection under source rows. A
failed refresh placed its timestamp and error on separate lines.

**Expected behavior**

Show one row for each saved source. Keep project names out of that row.
Keep the additional import action available in More. Put connection
management in the page actions menu beside Import from GitHub. Present
refresh errors as one readable notice with the time and review action.

**Steps to reproduce**

1. Open Skills → Sources in a company with one saved GitHub source and
another project that uses the same repository and branch.
2. Observe the repeated repository row and project names.
3. Open the Storybook journey `Existing source, more projects` to
inspect the same state. Open `Retained skills and retry` to inspect a
failed refresh.

**Paperclip version or commit**

The issue is present on base commit `739f9e40a4`.

**Deployment mode**

Built from source. The issue was also observed in a staging workspace.

## What Changed

- Remove project names, the duplicate repository row, and the redundant
Installed skills link from saved source rows.
- Put imports for additional projects in the source More menu. Show
brief import progress in the source metadata.
- Group source errors, attempt time, and the review link in a compact
notice. Add a Storybook journey and browser coverage for the
shared-repository state.
- Add a page actions menu beside Import from GitHub. Put Manage GitHub
connection there and remove the repeated inline links. Cover the menu
and keyboard focus in the Storybook browser suite.

## Verification

- `pnpm -r typecheck`, `pnpm build`, `pnpm check:token-gates`, `node
scripts/check-maps.mjs`, and `node scripts/storybook-catalog.mjs
--check` passed locally. The Skills sources unit suite passed 22 tests.
- All 18 repository-skills Storybook browser tests passed, including the
shared-source import, connection menu, mobile, and failed-refresh
journeys.
- A local full `pnpm test:run` was stopped after a server runner-API
test timed out. An isolated diagnostic identified macOS embedded
PostgreSQL shared-memory exhaustion. The PR passed all 55 CI checks,
including server test shards and end-to-end tests.
- Open the Storybook journeys `Existing source, more projects`,
`Automatically imported skills`, and `Retained skills and retry` to
inspect the compact source row, page actions menu, and grouped error
notice.

## Risks

Low risk. The visible import action for projects that share a saved
source moves to More. Connection management moves to a page menu and
opens the Apps catalog. People must open those menus to find the
actions. The import API and access checks do not change.

> I checked `ROADMAP.md`. This source-list correction does not duplicate
planned core work.

## Model Used

OpenAI Codex, GPT-6 family. The task runtime did not expose an exact
serving model ID or context-window size. The model used tool calls, code
edits, and browser verification.

DottaandPaperclip df4ee06e2f feat(skills): select and validate tracked GitHub branches (#16288)
## Thinking Path

> - Paperclip is the open source app people use to manage AI agents for
work.
> - Skills can track a branch in an authorized GitHub repository.
> - Sources previously offered only a default-branch repair action.
> - People need to select a listed branch or enter a branch that GitHub
has not listed.
> - The server must validate the selected ref with the caller's
authorized connection.
> - This pull request connects the approved branch picker to production
APIs.
> - Installed skills remain usable while the source changes its tracked
ref.

## Linked Issues or Issue Description

**Subsystem affected**

Skills UI, shared API contracts, GitHub source services, and agent API
discovery.

**Problem or motivation**

The default-branch repair action does not let people choose another
branch. The settings service also validates the old ref when a caller
supplies a new ref other than HEAD. A missing tracked branch can prevent
connection repair even when the selected account has repository access.

**Proposed solution**

Load a bounded branch list with the authorized connection. Mark the
default branch. Search listed branches or accept a typed ref. Validate
the selected ref before saving. Keep the chosen value after a load
error, invalid ref, or concurrent update. Save the selected connection
and branch together during connection repair.

**Alternatives considered**

A default-branch button does not support a named branch. A text field
alone does not help people find the repository default or available
branches.

**Roadmap alignment**

This improves the existing Skills source manager. It does not add a new
skill import system.

**Additional context**

Refs #16066 and #16256. This is the production implementation of the
approved branch-selection Storybook journeys.

## What Changed

- Add an authorized branch-list endpoint and shared response/query
types. Register it in agent API discovery.
- Validate the requested ref, including the returned commit SHA.
Preserve source leases, revision checks, project ownership, skill
identities, selections, and installed versions.
- Add the searchable branch picker to Sources and connection repair.
Allow typed refs during branch discovery and after discovery fails.
- Keep save errors in the dialog. Retain the selected branch through a
concurrent source update.
- Use the production components and API client in Storybook. Add
keyboard, touch, loading, retry, invalid-ref, connection-repair, and
concurrent-update browser journeys.
- Update product documentation and the feature/access maps.

## Verification

- Red/green: two new database regressions fail against the previous
service and pass against the implementation.
- Linux database/service suite: 85 tests passed. This includes source
visibility, human/agent authorization, selected connections, immutable
versions, and invalid refs.
- Rebased branch and review fixes: 94 focused UI, route,
branch-validation, and fixture tests passed. Two conflict-message
regressions and the stale-retry fixture regression fail before the fix
and pass after it.
- Storybook build passed. All 26 focused browser journeys passed.
- Repository typecheck and build passed. Final UI typecheck passed after
the review fixes.
- The full local Vitest run was interrupted when the checkout and its
dependencies disappeared. It reported missing working-directory/Postgres
files and worker startup errors. Its two timed-out tests pass after the
checkout was restored. The complete CI suite passed on the final head,
`cf5d4c8f0a`: [CI
run](https://github.com/paperclipai/paperclip/actions/runs/38571068332).
One unchanged workspace timestamp test required a single rerun. Its
release-minus-one-millisecond value can equal the original confirmation
time. The rerun passed.
- Live acceptance passed on implementation head `5dd935bf14` in an
isolated macOS arm64 instance with Node 24.21.0 and an authorized
private GitHub repository. The UI loaded the actual default branch,
saved branch and selected connection together, and preserved the
installed skill/version IDs after reload. An invalid typed ref retained
the draft and showed the provider error. A valid typed HEAD ref then
saved successfully. The owned runtime and database were stopped after
the test. Focused unit, Linux database, and browser suites passed again
after the error-handling review fixes.
- Greptile reviewed final head `cf5d4c8f0a` at 5/5. Both review threads
are resolved; the fresh review has no remaining findings.
- Token gates and map/catalog checks passed.
- Review entry points: `Skills / Project repository skills / 03 Branch
selection components` and `04 Branch selection journeys`. Run `pnpm
storybook` to inspect them.
- Browser command: `pnpm exec playwright test --config
tests/storybook-visual/playwright.config.ts
tests/storybook-visual/skill-source-branch-selection.spec.ts
tests/storybook-visual/project-repository-skills.spec.ts`.
- Manual check: open an independent GitHub source, choose a new branch,
select the default or type a ref, save, and reload. Try an invalid ref
and confirm the selection remains in the dialog. For a project-bound
source, change its ref in project settings.

## Risks

- GitHub discovery is bounded to 100 listed branches. The default branch
is always included. Typed refs remain available.
- A source can change while the dialog is open. The API rejects a stale
revision and the UI keeps the draft for retry.
- A ref change schedules the existing refresh pipeline. Installed
versions remain available until a successful refresh imports new
content.
- No database migration or credential storage change is required.
Existing HEAD requests remain supported.

## Model Used

OpenAI Codex, GPT-6 family. The serving model's exact identifier and
context-window size are not exposed in this session. Used reasoning,
repository tools, code execution, and browser tools.

DottaandPaperclip c36281d639 fix(skills): repair missing branches and show grouped import progress (#16256)
## Thinking Path

> - Paperclip lets people manage AI agents and their reusable skills.
> - GitHub skill sources must keep their installed content usable during updates.
> - A source can track a branch that no longer exists.
> - The UI treats that GitHub error as a connection problem, so saving a valid account does not resolve it.
> - Project workspaces also show the same repository several times, and long imports give little feedback.
> - This pull request adds explicit branch repair, groups repository imports, and shows import progress.
> - People can repair the actual problem and see when their import is working.

## Linked Issues or Issue Description

Refs #16066 and #14713. This fixes the Sources experience introduced by those changes. Related adapter-source PRs #14340 and #14341 cover runtime mounting, not this source-management flow. No overlapping source-management fix was found.

**What happened?**

An installed source tracked `main` while its GitHub repository used `master`. GitHub returned HTTP 422. The UI showed a general read error and asked for a new connection after a valid account was saved. The project repository list repeated the same repository/ref for each project. Import had no spinner or explanation of queued work.

**Expected behavior**

Identify an unavailable branch and offer an explicit repair. Retain the selected connection and installed versions. Show one repository/ref row with its projects. Give immediate feedback and show the queued and active import states.

**Steps to reproduce**

1. Install a source with an immutable commit and a saved tracked branch that does not exist.
2. Refresh it, or try to save a valid GitHub connection.
3. Add the same repository/ref to two legacy project workspaces and open Sources.
4. Import that repository and observe the row until installation completes.

## What Changed

- Distinguish a missing GitHub revision from access denial and temporary read errors.
- Validate both repository identity and the tracked revision when saving a connection.
- Offer Use default branch on independent sources and in connection repair. Keep `HEAD` as the default-branch alias after refresh. Preserve skill IDs, versions and selections.
- Keep active project refs under project configuration. Reject source-level changes that would alter their tracking. Recheck the ref under the source lock when project attachment races with branch repair.
- Group matching repository/ref workspaces. Adopt eligible workspaces and skip pending workspaces. Keep remaining project links inside the existing source card. Allow remaining imports while another workspace is pending.
- Show a spinner, busy state and queued/importing text. Keep the saved authorized account selected in connection repair.
- Update shared contracts, feature/access maps, database notes and production-component Storybook journeys.

## Verification

- Red/green: three local regressions failed on the original code: missing-ref classification, duplicate repository rows, and branch repair instead of another connection prompt. The changed UI/reader tests pass after the fixes.
- Live local app with a real authorized GitHub credential: reproduced HTTP 422 for the unavailable branch; used the UI to restore default-branch tracking; confirmed the same connection, skill ID and single immutable version remained.
- Live local grouped Paperclip import: one source, two project associations and 52 installed skills. Sources survived reload. No staging data was changed.
- All 16 project repository Storybook browser journeys pass on the final head, including keyboard focus recovery after branch repair. These include branch repair, grouped imports, connection selection, recovery, removal and responsive layouts.
- Repository typecheck, production build, Storybook build, token gates and 28 map/catalog tests passed. Final UI typecheck and build also passed after grouping remaining project links.
- Linux qualification: all 94 focused source, project import, GitHub reader and UI tests pass with supported Node 24. No database tests were skipped. Both review findings failed before their fixes and pass after them.
- The full local `pnpm test:run` attempt was stopped after macOS database suites exhausted the host shared-memory limit. The complete Linux CI matrix is the full-suite gate. The complete Linux CI matrix passes for head `f886e3ac073ec1c6f051fd6429496234f5143694`.
- Greptile rates head `f886e3ac073ec1c6f051fd6429496234f5143694` 5/5. Both findings are fixed and all review threads are resolved.
- Storybook: `skills-project-repository-skills-02-journeys--missing-branch` and `--duplicate-projects`.

## Risks

- Default-branch repair changes the tracked branch only after an explicit user action. Existing execution version pins stay intact.
- A selected connection now needs access to the tracked revision, not only repository metadata.
- Grouping is by repository and ref. Project access and provenance remain separate and are checked by the existing services.
- Legacy source errors contain safe text. The repair-action classifier maps known errors and treats other failures as retryable. No credentials or provider response bodies are returned.
- No schema migration, workflow change, lockfile change or staging deployment.

## Model Used

OpenAI Codex, GPT-6 family. The exact serving model identifier and context-window size are not exposed in this session. Tool-assisted implementation, code execution and browser verification.

DottaandPaperclip 4b6de5327e Remove cheap model profiles (#12683)
## Thinking Path

> - Paperclip manages agents that use different model providers and
adapters.
> - Paperclip must keep agent execution rules clear and predictable.
> - The cheap-model profile added a second execution mode across
adapters, task recovery, APIs, and the UI.
> - That mode increased configuration and recovery complexity.
> - This pull request removes the cheap-model profile as a product
feature.
> - The benefit is one model-selection path for normal work and recovery
work.

## Linked Issues or Issue Description

**What existing behavior does this improve?**

This change simplifies model selection across agent configuration, task
execution, recovery, and adapter capabilities.

**Current behavior**

Paperclip exposes cheap-model profiles in adapter metadata, agent
runtime configuration, task overrides, recovery rules, APIs, and the
board UI. Recovery work can select a different model profile from the
agent's configured model.

**Proposed behavior**

Paperclip uses the agent's configured model for normal work and recovery
work. Status-only recovery stays limited to coordination work. The API
rejects legacy model-profile configuration. A migration removes stored
model-profile values from existing agent, issue, and historical revision
records.

**Reason and benefit**

One model path reduces configuration, API, UI, and recovery complexity.
It also prevents status recovery from becoming a separate product-level
model-routing feature.

**Breaking changes**

This change removes model-profile fields and adapter capability
metadata. Existing stored model-profile values are removed by an
idempotent migration. The validators reject new legacy profile values
with clear errors.

## What Changed

- Removed model-profile types, adapter capabilities, API fields, and
model selection logic.
- Removed cheap-model controls from agent and task UI surfaces.
- Kept status-only recovery limited to coordination context while normal
continuations use the configured agent model.
- Added an idempotent migration that removes stored model-profile values
from agents, issues, and configuration revisions without changing issue
update timestamps.
- Updated tests and product documentation for the single-model behavior.

## Verification

- `pnpm check:token-gates` passes.
- `pnpm -r typecheck` passes.
- `pnpm build` passes.
- `pnpm test:run` completed with 5,607 passing tests and 8
environment-sensitive failures in unrelated fixed-port and
database-deadlock suites. The same failures repeated in an isolated
rerun. CI is the final clean-room result.

## Risks

- This is an intentional breaking change for clients that send
model-profile fields.
- The migration changes legacy agent, issue, and configuration-revision
JSON. It is idempotent and preserves unrelated fields and issue update
timestamps.
- The change is cross-cutting because the removed feature existed in
adapters, shared contracts, the server, plugins, and the UI.

> For core feature work, check [`ROADMAP.md`](ROADMAP.md) first and
discuss it in `#dev` before opening the PR. Feature PRs that overlap
with planned core work may need to be redirected — check the roadmap
first. See `CONTRIBUTING.md`.

## Model Used

- OpenAI Codex with `gpt-5`. Reasoning and tool use were enabled. The
runtime did not expose the context-window size.

DottaandPaperclip 5da382fd59 feat(skills): require explicit merge modes (#10978)
## Thinking Path

> - Paperclip is the open source app people use to manage AI agents for
work
> - Agents can select company skills and synchronize them to adapter
runtimes
> - The skill sync API replaced the complete selection without an
explicit destructive choice
> - Company package import also replaced conflicting skills by default
> - These defaults could remove operator edits during setup and import
reruns
> - This pull request adds explicit assignment merge modes and safe
package conflict handling
> - The benefit is that reruns preserve operator work unless the caller
explicitly requests replacement

## Linked Issues or Issue Description

**What existing behavior does this improve?**

This change improves agent skill synchronization and company package
import.

**Subsystem affected**

This is a cross-cutting change across the shared contracts, server, CLI,
and UI.

**Current behavior**

Agent skill synchronization replaces the full desired skill set from a
modeless request. Package import replaces a conflicting skill when the
caller does not select a conflict mode.

**Proposed behavior**

Agent skill synchronization requires `add`, `remove`, or `replace`.
Package import skips conflicts by default. Each imported skill reports
whether it was created, renamed, replaced, or skipped.

**Reason and benefit**

Setup and import reruns must preserve operator edits by default.
Explicit destructive modes make data loss less likely and make each
outcome inspectable.

**Breaking changes**

Callers of the agent skill sync API must now send `mode`. Callers that
need the former behavior must send `replace`. Package import now uses
`skip` when `onConflict` is absent.

## What Changed

- Added required `add`, `remove`, and `replace` modes to the shared
agent skill sync contract.
- Added actionable `422` validation for missing or invalid modes.
- Updated first-party UI and CLI callers with explicit modes.
- Changed package skill conflict handling to use `skip` by default.
- Kept plugin-owned and built-in stock skill imports on explicit
`replace`.
- Added created, renamed, replaced, and skipped results to company
imports.
- Added regression coverage for merge modes and package conflict
outcomes.

## Verification

- `pnpm check:token-gates`
- `pnpm -r typecheck`
- `pnpm build`
- `pnpm test:run:serialized` (128 suites passed)
- `pnpm --filter @paperclipai/skills-catalog test` (20 tests passed)
- Focused agent skill route, company skill service, portability, CLI,
and UI tests passed.
- GitHub CI passed build, typecheck, canary, all general and serialized
test shards, all browser shards, policy, security, and final
verification on commit `2cfbb3e4c5`.
- Greptile reviewed the latest commit at 5/5 with zero unresolved
threads.

## Risks

- This change intentionally rejects modeless agent skill sync requests.
- The safe package default can leave an existing skill unchanged where
the old default overwrote it.
- All first-party callers now select a mode. Regression tests cover each
outcome.

## Model Used

- OpenAI `gpt-5.6-sol` through Codex. The runtime used agentic
reasoning, tool use, code execution, and repository editing. The runtime
did not expose the context window size.

DottaandPaperclip c3bd0c5d50 feat(skills): add beta releases for the core Paperclip skill (#10228)
## Thinking Path

> - Paperclip is the open source control plane people use to organize
and operate AI-agent companies.
> - Agent behavior depends partly on the bundled Paperclip core skill
synchronized into each runtime.
> - The existing database and runtime plumbing already supports
immutable skill-version snapshots and per-agent version selections, but
no product workflow exposed that capability.
> - Replacing the live bundled skill globally would make champion
adoption risky and difficult to compare across agents.
> - This pull request adds an experimental, instance-level beta-skills
gate plus a repository release registry, immutable seeded releases,
enforcement, and a per-agent release picker.
> - The benefit is controlled per-agent evaluation of frozen core-skill
releases while the default-off path remains behaviorally unchanged.

## Linked Issues or Issue Description

### Subsystem affected

Cross-cutting: `server/`, `ui/`, `packages/db`, and `packages/shared`.

### Problem or motivation

Paperclip needs a safe way to evaluate improved versions of its core
operating skill without globally replacing the live default. Today the
version-snapshot and per-agent pin plumbing exists, but operators cannot
use it. A global replacement would make regressions difficult to contain
and would prevent controlled comparisons across agents.

### Proposed solution

Add a default-off instance experiment that exposes immutable, named
core-skill releases. When enabled, operators can pin each agent to a
seeded release; when disabled, every agent resolves the live default
while saved pins remain intact. Validate pinned writes at the API
boundary, gate reads at runtime, and expose the selection in the agent
Skills tab.

### Alternatives considered

- **Replace the bundled core skill globally:** rejected because it
changes every agent at once and provides no rollback/isolation boundary.
- **Ship releases as separate skills:** rejected because releases are
versions of one core capability, not independently enabled skills.
- **Store release snapshots only outside the repository:** rejected
because repository provenance and hashes make builds reproducible and
reviewable.

### Roadmap alignment

This extends the Skills Manager / Skill Studio direction in `ROADMAP.md`
by making core-skill versions operable per agent. It does not duplicate
another open implementation PR; GitHub searches found no related
`enableBetaSkills` change.

### Additional context

The feature remains experimental and default off. The V7 champion was
selected through a multi-model evaluation process, and the frozen
release contents are verified by SHA-256 below.

## What Changed

- Added the default-off instance-level `enableBetaSkills` experimental
flag.
- Added `skills-releases/paperclip/` with the ordered release registry
and frozen `v0` plus `v7-roster` snapshots.
- Added release metadata to `company_skill_versions` and idempotent
release seeding. The migration was planned as `0191`, then renumbered to
`0192` because current `master` claimed `0191` before final rebase.
- Added read-time gating and write-time validation so disabled instances
always resolve the live default and reject pinned-version writes.
- Added the per-agent Release picker in the agent Skills tab, including
responsive layout and beta-pin state.
- Kept `EDITS.md` out of the release registry and PR diff.

### V7 Adoption Evidence

- Paid roster: 6 models, 94-case suite.
- Result: 553/564 pass-within-2, mean 92.17/94, versus the P2 baseline
of 544/564.
- Reference model improved 84→91; maximin improved 84→90.
- Final report:
https://pages.paperclip.ing/skills/optimization/paperclip/pap-14624-p3-final-20260721/

### Provenance

- `v7-roster` is the Phase 1 champion plus additions-only edits
E107–E112. Per-edit rationale remains in the evals repository at
`source/v7-roster/EDITS.md` and is deliberately excluded from this PR.
- `v0` is the `skills/paperclip` tree from commit `ea66ea81`.
- Champion selection was accepted on July 21, 2026 via board card
`9c304fc2` (PAP-14624 G3).
- This delivery mechanism was accepted on July 24, 2026 via plan
revision `2367abd2` (PAP-14858).

### QA Evidence

- P4 QA matrix comment `b7f40522-4e9b-4a3a-9821-28e86fe1a987`: all 6
acceptance criteria passed.
- Automated QA matrix: 166 tests passed with 0 failures, including real
filesystem materialization and full SHA-256 assertions.
- UI QA exercised the real agent Skills tab at desktop and mobile widths
with the experimental flag both on and off.

## Verification

- `pnpm check:token-gates`
- Focused beta-release matrix: 169 tests passed across shared
validators, server services/routes/heartbeat behavior, instance settings
UI, and release picker UI.
- `pnpm -r typecheck`
- `pnpm build`
- `pnpm test:run`: server and UI partitions passed; one CLI doctor test
inherited temporary AWS credentials from the agent heartbeat and
expected no static credentials. The isolated rerun with
`AWS_ACCESS_KEY_ID`, `AWS_SECRET_ACCESS_KEY`, and `AWS_SESSION_TOKEN`
unset passed 8/8.
- V7 SHA-256:
- `SKILL.md`:
`53ab290489684cbf116fdd1406a95f6b6f53c9c36358b1bf8bfeae481e253575`
- `references/cases.md`:
`3b821f59064a7761091020a14819a8d787131f24029748563d6c0e1be7e6eaec`
- `references/workflows.md`:
`69747bd6e05f7e3673d1e67b07ff295df1869c05e1fd029804d5fa9177db92cd`
- Confirmed 49 changed files, no `pnpm-lock.yaml`, no workflow changes,
and no `EDITS.md`.

## Risks

- **Migration:** low-to-moderate risk. Three nullable columns and one
partial unique index are added idempotently; existing rows remain valid.
- **Behavior:** low risk while the flag is off because read-time
resolution forces the live default and saved pins are preserved but
inactive.
- **Frozen content:** release snapshots intentionally diverge from
future live skill edits; provenance and hashes make that divergence
explicit and reproducible.
- **UI:** low risk. The picker only renders for the bundled core skill
when the experimental flag is enabled and seeded releases exist.

> This extends the existing Skills Manager / Skill Studio direction
described in `ROADMAP.md`; it does not duplicate another open
implementation PR. The GitHub PR search found no related
`enableBetaSkills` change.

## Model Used

- OpenAI Codex using `gpt-5.5` with reasoning and
terminal/code-execution tools; context-window size is not exposed by
this runtime. Earlier implementation commits also record Claude Opus 4.8
assistance where applicable.

89ce36d7af feat(skills): open-by-default company skill policy and core UX (#9564)
## Thinking Path

> - Paperclip uses company skills to make agent capabilities reusable
across an organization.
> - Skill operations currently mix capability availability with
permission checks, which creates avoidable setup friction and
inconsistent denial handling.
> - The policy contract needs to remain open by default while allowing
company-scoped restrictions for governed deployments.
> - Core owns the canonical policy actions, persistence, evaluation, API
behavior, safe import boundaries, and generic denial/read-only UI.
> - Enterprise policy-editor implementation belongs in the separate
`paperclip-ee` repository and is intentionally excluded from this PR.

### Problem or motivation

Company skill operations can encounter permission dead ends even when no
explicit restriction has been configured, and import-source
classification can drift between policy evaluation and execution.

### Proposed solution

Define eight canonical skill policy actions, default all actions to
allowed, persist company-scoped restrictions, expose policy evaluation
APIs, normalize import sources at the boundary, and update Skill Studio
to present actionable restriction states without embedding Enterprise
Edition implementation in the core repository.

### Alternatives considered

Keeping capability checks distributed across routes and UI surfaces was
rejected because it duplicates policy logic and makes denial behavior
inconsistent. Shipping the Enterprise policy editor in this repository
was rejected because `paperclip-ee` is a separate repository and must
receive its own PR.

### Roadmap alignment

Extends the completed **Skills Manager** roadmap area by adding coherent
governance and removing workflow dead ends.

### Additional context

The core API contract remains suitable for a separate Enterprise Edition
editor, but this PR contains no `paperclip-ee` package or EE-specific UI
integration code.

## What Changed

- Added the company skill policy contract to product and implementation
documentation, including the open-by-default rule, eight canonical
actions, decision shape, and core/EE ownership boundary.
- Added the company-scoped policy schema, migration `0170`, shared
validators, policy service, REST routes, OpenAPI coverage, and focused
server tests.
- Hardened import policy enforcement by normalizing import sources and
keeping source classification consistent between policy evaluation and
execution.
- Updated core Skill Studio behavior to remove generic permission dead
ends and show actionable policy/platform denial states only when an
operation is actually denied.
- Removed the `plugin-paperclip-ee` package, Docker wiring, EE
discovery/deep-link helpers, and EE-specific UI tests/stories from this
PR so that implementation can be submitted separately to the EE
repository.
- Preserved open-by-default behavior when no explicit company
restriction exists.

## Verification

- `pnpm --filter @paperclipai/ui exec vitest run
src/components/skill-studio/SkillPolicySurfaces.test.tsx
src/lib/skill-policy-denial.test.ts` — 20/20 passed.
- `pnpm --filter @paperclipai/ui exec tsc --noEmit` — passed.
- `pnpm --filter @paperclipai/server exec vitest run
src/__tests__/worktree-config.test.ts` — 12/12 passed.
- `pnpm check:token-gates` — passed with all gates clean.
- `git diff --check` — passed.
- `git diff --name-only origin/master | rg
'paperclip-ee|ee-skill-policy'` — no matches.

## Risks

- Migration `0170` introduces company policy persistence; rollout
depends on the migration applying before policy routes are exercised.
- Open-by-default is an intentional behavioral policy: deployments
expecting implicit denials must configure explicit restrictions.
- Import normalization is security-sensitive and should retain focused
review.
- The separate EE editor must stay contract-compatible with the core
policy API as policy actions evolve.

## Model Used

- OpenAI Codex CLI, runtime model identifier and context-window size not
exposed by this execution environment; reasoning, repository tool use,
shell execution, and code review capabilities enabled.

b13eb5b2b5 Skill Studio: three-pane skill IDE with sandboxed test runs (#9241)
## Thinking Path

> - Paperclip is the open source app people use to manage AI agents for
work.
> - The Skills Manager gives operators a reusable skill layer, but
iteration still required manual edits, ad hoc prompts, and indirect run
inspection.
> - Skill authors need a focused workflow for editing skill files,
saving representative test inputs, and running those inputs through an
agent without exposing harness tasks as normal company work.
> - The backend therefore needs durable test inputs, reusable run
templates, hidden harness issues, scoped run execution, retention
metadata, and read-containment rules around hidden work.
> - The frontend needs a three-pane Studio that keeps skill files, saved
inputs/templates, and run output/history visible together while
preserving the existing design system and token rules.
> - This pull request ships that Skill Studio surface end to end:
database migrations, shared contracts, server APIs/services, hidden
harness execution behavior, UI routes/components, and focused tests.
> - The benefit is faster and safer skill iteration, with inspectable
outputs and fewer ways for internal harness work to leak into normal
task lists, costs, or adjacent read APIs.

## Linked Issues or Issue Description

No public GitHub issue exists for this feature. Feature request summary:

- Problem: Skill authors need to edit and test company skills in one
place instead of switching between the skill detail page, task creation,
run output, and manual prompt history.
- Proposed solution: Add a Skill Studio workbench with saved inputs,
reusable templates, hidden sandboxed test runs, live run status, output
inspection, run history, rerun/delete controls, and frontmatter-aware
editing.
- Expected users: Paperclip operators and agent-company maintainers who
create, fork, import, and tune skills.
- Related public PRs: Supersedes #9205, which was replaced so the public
PR branch name follows contributor policy.
- Duplicate search: searched public GitHub issues and PRs for "Skill
Studio"; no other active public issue or PR directly covers this
feature.

## What Changed

- Added database migrations for Skill Studio test inputs, test runs,
test run retention, and reusable run templates.
- Added shared Skill Studio types, validators, route helpers,
frontmatter utilities, and status handling.
- Added server services and routes for saved inputs, test runs,
templates, reruns, terminal-run deletion, hidden harness issue
execution, and run-detail hydration.
- Strengthened hidden-issue read containment across issue-adjacent
routes and cost rollups used by skill test harness work.
- Added the Skill Studio UI with skill file editing, frontmatter
editing, saved inputs, templates, run creation/cancel/rerun/delete
flows, output rendering, history, route support, and responsive pane
behavior.
- Added focused backend, shared, and UI tests for the new APIs, routing
logic, editor/run behavior, hidden-issue containment, and migration
safety.
- Rebased onto current `master`, removed the generated lockfile diff
from the PR, and verified no workflow files are changed.

## Verification

- [x] `pnpm --filter @paperclipai/db check:migrations`
- [x] `pnpm check:token-gates`
- [x] `pnpm exec vitest run
server/src/__tests__/company-skills-service.test.ts

server/src/__tests__/company-skill-test-runs-service.test.ts
ui/src/lib/skill-studio.test.ts ui/src/pages/SkillStudio.test.tsx` — 5
files, 132 tests passed
- [x] Greptile review on the latest PR head
- [x] GitHub PR checks on the latest PR head

## Risks

- Medium risk because this is a broad feature touching database schema,
server orchestration, issue visibility, and a large UI surface.
- Hidden harness issue containment is security-sensitive; this PR
includes regression coverage for adjacent read paths and cost rollups.
- The new migrations are additive and use idempotent guards where
applicable, but deployed databases that previously tested draft
migration numbers should still be checked carefully.
- The UI depends on a new resizable panels package in `ui/package.json`;
the lockfile is intentionally left to repository automation.
