fix(server): wake approval queue seeding from committed changes (#17510)
## Thinking Path > - Paperclip manages work and human decisions for AI-agent companies. > - Automatic decision queues store membership for pending attention sources. > - The old attention maintenance scan created that membership as a side effect. > - Moving approval retention out of the scan also removed approval queue discovery. > - Queue API consumers do not build the attention feed first, so they can miss pending PR approvals. > - This pull request gives approval queue discovery its own worker and commit signals. > - The worker becomes quiet after it saves every missing membership. ## Linked Issues or Issue Description Refs #17497. Stacked on #17508, following #17505. This is a correctness dependency for the approval retention migration in #17497. Do not treat that migration as complete without this queue-population path. A real PostgreSQL regression found no PR queue when a pending approval had a linked PR work product and the maintenance feed excluded approvals. Related: #13364 proposes pruning stale seeded memberships. This PR preserves existing membership retention and does not implement pruning. #15149 documents the decision-queue APIs. ## What Changed - Add an approval queue worker that selects missing PR-queue memberships from existing durable records. Bound each pass to 100 rows. Continue past failed rows and revisit them on retry. - Reuse the queue service's seed writer through a normalized source contract. Keep queue rules, uniqueness, and audit writes in that service. Keep feed readers compatible. - Wake from committed approval and link changes, issue/company visibility, PR work-product changes and imports, and queue-rule changes. Reuse the existing transaction boundaries. - Recheck approval status under a row lock. Serialize queue-rule changes with the seed writer. Preserve required recovery during drain and shutdown. - Register startup reconstruction under the existing maintenance switch. Leave other attention-source seeding with its current owner until its own migration. - Document the complete producer audit and stack dependency. Add a validated external PostgreSQL option to the existing queue route suite so it runs on hosts without embedded database support. ## Verification Current tested revision: `7948136ef8`. This PR targets master after #17508 merged as `8406047b4e`. Normal ancestry reconciliation preserved the complete tested integration tree, before the review repairs below. Only the original 25 seeding paths differ from master, and database schema/migration metadata is identical. - **56 cases pass in the three complete affected suites:** 28 approval seeding, 6 queue routes and 22 task-watchdog cases. Server typecheck and production build pass. - Three real PostgreSQL retry regressions failed then passed: new matching arrivals cannot postpone a recovered failure indefinitely; successful partial progress resets old failure penalties; an empty cursor rollover does not reset outage backoff. Exact one- and two-second retry assertions, eventual complete recovery and existing capped-backoff/company isolation tests pass. - Three genuinely empty external databases failed before setup repair because tables were missing. Each suite now applies migrations itself. All 55 cases passed on a second set of fresh databases; adding the final rollover guard then passed all 56 cases using those now-migrated fixtures. No production migration or table is added. - The initial expanded fresh run passed 54 cases but failed a cleanup expectation that omitted a required cursor rollover pass. The fixture now permits that explicit continuation while preserving exact deadline and complete-membership assertions. All failure records remain in `doc/idle-approval-queue-seeding.md`. - The prior integrated revision `4e725e2055` passed **522 cases in fifteen complete producer/consumer suites**, plus types/build. Its unchanged consumer code and historical deadlock, cross-company amplification, backoff, gateway integration and setup evidence remain documented; those counts are not relabeled as current acceptance. Commands: server Vitest for approval queue seeding, queue routes and task watchdogs; server typecheck/build. Fresh exact-head Greptile/Ponytail reviews and all CI checks remain required. No full local repository-suite, deployed suspension or cost claim is made. ## Risks - Signals cover the supported in-process service writers. Independent SQL writers and multiple server replicas need a separate notification contract. - The source predicate must stay aligned with unscoped attention maintenance. The first linked issue, company scope, pending status, and execution visibility are tested. A pending approval itself keeps its linked external conversation active. - Existing enabled seed rules can re-add manually removed matching memberships. This preserves the old scan's behavior. Completed or archived membership is not pruned. - Queue seeding and retention are separate owners. Other attention sources still need their own event-driven discovery before the aggregate scan can be retired. - This PR does not extend Cloud wake coverage, relax sleep admission, or claim measured host/database suspension. ## Model Used OpenAI Codex, GPT-6 family, with reasoning and code execution. The exact serving model identifier and context window were not exposed. ## Checklist - [x] I have included a thinking path that traces from project context to this change - [x] I have specified the model used (with version and capability details) - [x] I have checked ROADMAP.md and confirmed this PR does not duplicate planned core work - [x] I have searched GitHub for duplicate or related PRs and linked them above - [x] I have either (a) linked existing issues with `Fixes: #` / `Closes #` / `Refs #` OR (b) described the issue in-PR following the relevant issue template - [x] I have not referenced internal/instance-local Paperclip issues or links (only public GitHub `#NNN` / `github.com/paperclipai/paperclip` URLs) - [x] My branch name describes the change (e.g. `docs/...`, `fix/...`) and contains no internal Paperclip ticket id or instance-derived details - [x] I have run tests locally and they pass - [x] I have added or updated tests where applicable - [x] I have updated relevant documentation to reflect my changes - [x] I have considered and documented any risks above - [ ] All Paperclip CI gates are green - [ ] Greptile is 5/5 with no open P2s, recommendations, or follow-ups - [x] I will address all Greptile and reviewer comments before requesting merge --------- Co-authored-by: Paperclip <noreply@paperclip.ing> |

fix(server): schedule join request retention from durable deadlines (#17508)
## Thinking Path > - Paperclip manages agent companies and their access requests. > - Pending join requests appear in the attention feed and can age into automatic archival. > - The maintenance tick reads those requests even when no archive is due. > - Existing request rows already store the activity timestamp needed for retention. > - Committed changes can wake a worker that registers the next actual deadline. > - This PR gives join-request retention its own bounded worker and removes its recurring feed scan. > - Idle and resolved history stop producing retention traffic without changing access approval. ## Linked Issues or Issue Description **What happened?** Every retention maintenance pass reads pending join requests through the attention feed. Empty, resolved, kept, and future-due states still participate in recurring discovery. **Expected behavior** Committed request and retention changes wake the owner. It waits until the next actual archive deadline and stops querying when no eligible request remains. Existing approval and visibility behavior is preserved. **Steps to reproduce** Start an idle company with no pending join requests, or with requests younger than the 90-day archive threshold. Observe the maintenance feed repeatedly select join_requests. No state change is needed to cause those reads. This PR targets master after #17505 merged. Approval retention is #17497. Other attention source kinds remain separate migration duties. No duplicate open join-retention PR was found. ## What Changed - Add a join-request retention owner that preserves pending status, active-company visibility, matching invite ownership, and keep/archive controls. Invite expiry or revocation retains the existing feed policy. - Reuse one `createDecisionRetentionSweep` for approval and join paging, atomic retention and finite scan cycles that revisit failures despite continuing arrivals. Eligibility and source-row locks stay with each owner. - Register real saved deadlines, rounded upward in SQL to millisecond precision, with the existing coordinator. Preserve 100-row pages and thirty-second notification coalescing without idle polling. - Materialize unseen join state inside the existing authorized keep/archive/revive transaction, preserving archive choices and source locking. - Notify before request inserts and updates in the existing acceptance and Slack transactions. Use a small SQL-only helper for replay and approval/rejection updates. Company status, budget pause/resume, deletion, and retention controls notify this owner too. - Preserve the approved-only API-key consumption path without a new wrapper; it cannot produce pending retention work. - Exclude join requests from maintenance feed collection while retaining normal UI reads. - Add an idempotent concurrent partial pending index and prune old schema snapshots through the existing generator. - Document producer coverage, boundaries, failure evidence, and remaining work. ## Verification Test revision: `df1815fbba`. Normal integration of landed workspace precision `d23dd19750` has an identical complete source tree. This remains only the join-retention duty and its shared approval-retention mechanics, targeting master. - **55 worker cases pass**, including two new PostgreSQL regressions that failed before repair: continuing overdue arrivals no longer postpone a recovered failure indefinitely, while an entire failed page still allows later healthy rows to progress. - The nine complete suites passed 341 cases but failed an attention cleanup hook after its 16,400-run case. After vacuum/analyze of only that disposable fixture, the full 31-case attention suite passes unchanged. Together with the original eight passing suites (311 cases), all 342 distinct cases pass across complete-suite executions. Recovery is established; the original cleanup slowdown is not claimed explained. Server typecheck and production build pass. - Earlier CI at `df1d4d0` failed the unchanged decision-expiry restart deadline assertion (a thirty-second retry appeared before the saved expiry). All twenty unchanged expiry cases pass locally, but the CI timing cause remains unproven. No retry, timeout relaxation or assertion change is used to dismiss it; fresh final-head CI remains required. - **Five regressions failed before repair:** three unseen join controls returned 404, and both owners advertised a microsecond deadline one millisecond early. All pass. Two old real-producer expectations failed after the correct rounding change; they now derive exact expected milliseconds independently from database integer microseconds instead of truncating a JavaScript Date. - The initial timing-only concurrency test still passed a missing-lock mutation. It now observes the actual PostgreSQL wait before releasing the writer. Production passes; removing the lock fails with zero waiters instead of one. Source is restored before commit. The archive-first committed-order case confirms that later activity stays archived until explicit revival; no broader race guarantee is claimed. - Generated concurrent/idempotent `0393_open_grandmaster.sql` adds only the pending join index. All 391 parent journal entries and historical SQL files remain unchanged. Five generated snapshots remain (0389–0393). Migration safety/numbering, schema drift and actual apply/replay on six isolated PostgreSQL fixtures pass. - Existing lifecycle cases retain real HTTP invite acceptance/approval/rejection, Slack identity linking, rollback/outer commit, source visibility, failure rotation, drain/resume and shutdown coverage. Earlier stack setup and CI failures remain in the owning audit and stack ledger; they are historical evidence, not this head's acceptance. Commands: server Vitest for `join-request-retention-work`, `approval-retention-work`, `approvals-service`, `attention-service`, `decision-retention-service`, `budgets-service`, `tool-gateway-service`, `server-startup-feedback-export`, `scoped-deadline-work`; server typecheck/build; DB migration checks, snapshot drift and actual apply/replay. Fresh exact-head CI, security and Greptile/Ponytail 5/5 remain required. No full local repository-suite, deployed suspension or cost claim is made. ## Risks - A future supported producer must signal its transaction. Independent SQL writers and another active server process are outside the process-local notification contract. - A writer that wins the source lock first is rechecked before archival. If archival commits first, later activity preserves the archived state until explicit revival. Existing invite replay expires before the retention cutoff and Slack replay deduplicates. Future producers needing renewed visibility must request revival. Cross-table visibility retains the existing contract. - The worker registers only under the existing maintenance enablement switch. The internal deadline does not add Cloud alarm coverage or relax conservative sleep blockers. - New eligibility can wait within the thirty-second aggregate notification window; known deadlines preempt it. - Archival preserves pending approval status. Other attention sources and aggregate maintenance remain separate work. `docs/...`, `fix/...`) and contains no internal Paperclip ticket id or instance-derived details - [x] I have run tests locally and they pass - [x] I have added or updated tests where applicable - [x] I have updated relevant documentation to reflect my changes - [x] I have considered and documented any risks above - [ ] All Paperclip CI gates are green - [ ] Greptile is 5/5 with no open P2s, recommendations, or follow-ups - [x] I will address all Greptile and reviewer comments before requesting merge --------- Co-authored-by: Paperclip <noreply@paperclip.ing> |

fix(server): schedule approval retention from durable deadlines (#17497)
## Thinking Path > - Paperclip manages agent work and should become idle when it owes no background work. > - The attention feed archives old pending approvals under the existing 90-day policy. > - The server rebuilds the feed on each maintenance tick, even when approval state has not changed. > - Some approvals have never been read, so retention rows alone cannot define the work. > - Approval records and committed eligibility changes define the real deadline and wake triggers. > - This PR gives approval retention its own deadline worker and reuses the existing retention and archive-delivery contracts. > - The approval lane stops idle scans while other attention sources remain separate migration work. ## Linked Issues or Issue Description Stacked on #17490. This PR owns approval retention only. Archive notification delivery is already separated in #17475. Other attention-source retention and remaining recurring server duties remain in the stack inventory. The related-PR search found no overlapping approval-retention worker migration. **What existing behavior does this improve?** Automatic archival of old pending approvals from attention. **Current behavior** The shared maintenance tick builds the attention feed for each active company. That query discovers pending approvals and materializes retention records before checking their age. An unchanged or empty approval source is read repeatedly. **Proposed behavior** Reconstruct eligible approvals at startup. Schedule the earliest approval activity timestamp plus 90 days. Wake after committed changes to approvals, links, issue visibility, company activity, or retention controls. Stop scheduling when no eligible approval remains. Archive records through the existing version checks, audit writes, and notification outbox. **Reason and benefit** Idle approval retention should generate no recurring SQL. Unseen approvals still need eventual archival. A stale candidate must not archive an approval that was resubmitted while the worker waited for its source lock. **Breaking changes** None intended. The archive age, eligibility, keep controls, audit, and notification policy remain. Normal attention reads still include approvals. No Cloud sleep blocker is relaxed. ## What Changed - Restrict tool-review signals to their existing terminal transition owners (approve/reject/cancel). Creation/link/revision/resubmit signal retention only. - Coalesce retention notifications under one thirty-second aggregate read budget. Known deadlines still preempt it; no notification or durable deadline means no scan. - Add a bounded approval-retention worker. It uses the shared deadline coordinator and reads pending approvals directly. - Share first-linked-issue ordering and execution visibility through `approval-visibility.ts`, used by both the feed and worker. Preserve actor-specific read filtering and locked archival rechecks. - Materialize unseen approvals on demand inside manual keep/archive/revive transactions. Use the saved activity timestamp and existing versioned state; retain company scoping and rollback on failure. - Add awaited pre-write signals to approval, budget, tool, link, visibility, company, and retention mutation owners. Preserve outer transaction ownership; keep provider calls outside SQL wrappers. - Narrow retention inputs to the source fields the existing service uses. Signal materialization only for inserted or changed state so unchanged reads converge. - Exclude approval collection from the maintenance feed before its query. Other source kinds remain in that sweep. - Add the pending-only approval deadline index with concurrent, idempotent creation. Keep the five newest migration snapshots. - Add real-Postgres lifecycle tests and startup wiring tests. Enable validated external test databases for existing attention and budget suites. - Document producer coverage, quiet conditions, recovery and remaining scope in `doc/idle-approval-retention.md` and the stack ledger. ## Verification Current test revision: `dd844f4e8cbbf1db681a774dc31cd552301bef48`, followed by docs-only `3efda33812`, which received both 5/5 reviews and passing CI. This candidate normally integrates landed Grok `2adcde162e`. All runtime and acceptance-test sources are byte-identical to that tested/reviewed tree; only four independent Runner E2E accounting files and the ledger differ. Migration 0392 and the parent journal prefix are unchanged. Local checks are reused for their unchanged source; fresh final-head CI and reviews are required against master. This remains the approval-retention duty. - **315 cases pass** across eight complete suites: approval retention/service, attention, decision retention, budgets, tool gateway, server startup and scoped deadlines. All 30 real-PostgreSQL lifecycle cases pass. Server production typecheck and build pass. - **Four regressions failed before repair**: unseen young keep/archive/revive returned 404; the manual keep rollback case could not reach its update. They now pass. A failed keep update leaves no retention row or audit; retry succeeds with one audit. - Both linked-issue orders are checked against the feed: hidden first/visible later is excluded; visible first/hidden later remains eligible. The feed and worker use the same owner query, with actor read filtering preserved. - Generated concurrent/idempotent migration `0392_small_frightful_four.sql` adds only the pending approval index. Every historical parent SQL migration and all 390 parent journal entries are unchanged. Five generated snapshots remain (0388–0392). Schema drift, migration safety/numbering and actual fresh apply/replay on five isolated PostgreSQL databases pass. - Existing precision, transaction, drain/resume, failure fairness and shutdown tests remain. Earlier transaction-stub, budget-import, diagnostic-client and CI failures are recorded in the owning audit and stack ledger; later passes do not erase them. - Three additional real regressions failed before the wake repair: ordinary mutations emitted tool-review signals in both resolution cases, and sequential tenant writes caused repeated global reads. Tests now prove terminal approve/reject/cancel signals and one aggregate reconciliation per thirty-second window with a different company's pending approval retained. The aggregate budget is stricter than a separate per-company budget and matches the old default cadence; known deadlines preempt it. - The initial coalescing fixture expected the concrete pending-work hold to clear before reconciliation; it now preserves that hold and measures SQL. The first broad repair passed 313 cases but failed the existing parked-review cancel case. The original cancel producer is restored; all 315 now pass without weakening assertions. At old head `5991f257bb`, security was action-required and Greptile returned service error `8fb1835c-e564-476b-b802-d5be164ea915`. Fresh repaired-head results are required, not assumed. Commands: server Vitest for `approval-retention-work`, `approvals-service`, `attention-service`, `decision-retention-service`, `budgets-service`, `tool-gateway-service`, `server-startup-feedback-export`, `scoped-deadline-work`; server typecheck/build; DB snapshot drift, migration checks and fresh apply/replay. Fresh exact-head Greptile/Ponytail and CI remain merge gates. No full local repository suite or deployed host suspension/cost claim is made. Earlier stack verification below is historical evidence at the explicitly named revisions, not this head's acceptance: Approved delegated Test-tab calls now evaluate caller and target policies in the existing claim transaction. Real HTTP regressions first showed a missing caller charge and shared-limit self-rejection. All 78 connection-management cases and 92 gateway cases now pass on the owning branch, along with server production typechecking. All 78 connection-management cases also pass at combined tip `d25f830db89c1623bff3547bfc68015c1c66e0cf`. The three new cases cover shared charges, separate charges, rollback on denial, duplicate approval, and rejection of a later authorized call. Intermediate counter/identity fixture failures and a reused-database Slack collision are recorded in [the owning audit](https://github.com/paperclipai/paperclip/blob/20557d2c3dd0949c734eaa8095fd78b9b07d7fd5/doc/idle-approved-tool-recovery.md#delegated-test-tab-admission-after-policy-changes). The earlier combined checks below remain evidence for their stated revisions. Current-head CI and review remain required. Earlier published head: `20557d2c3dd0949c734eaa8095fd78b9b07d7fd5`. This remains a single-duty PR stacked on #17490. - Integrated pinned master `8548173fc9efdc0fa07644fb92dcc0b6851a95e5` with normal merges. Every branch passed generated-schema checks and its target-branch migration-order gate. Existing SQL is unchanged; the 25 stack migrations follow master’s new migration. - Duty-specific producer coverage, lifecycle tests, and earlier failure records: [2026-10-24-recurring-server-sleep-stack.md](https://github.com/paperclipai/paperclip/blob/76a49810c7ff403ae7720bef0d453747bd844731/doc/plans/2026-10-24-recurring-server-sleep-stack.md). - Combined tip `51e6cbe67979b55b340ea9f0f434c5b5c682ccd6`: **355 startup/cancellation/recovery/dispatch/preservation tests**, **75 connection-management tests**, and production server typechecking pass. These combined checks do not mean every intermediate PR independently ran the full repository suite. - Real master-to-stack database upgrade passes: **379 unchanged prior migration receipts plus 25 new migrations**, with the gateway responsibility fixture preserved. - Owning-branch checks: 84 runner installation/settlement cases plus runner typechecking and generated TypeScript/Rust profile agreement; 253 GitHub review workflow cases. Stop-attribution and held-worker readiness regressions failed before their fixes. - Failure accounting: the initial combined run passed 349 cases and failed six idle assertions in a reused preservation database containing old cancelled runs. Repeating the combined command with a fresh preservation database passed. Earlier invalid project selection, merge import/type errors, and the interrupted full local suite are not counted as passing checks. - **Latest-head CI and review remain required.** Prior CI findings include GitHub idle observation, route teardown, attention cleanup, touch-picker E2E, workspace health, and voice-cleanup timing; local passes do not erase those failures. No full local repository-suite, deployed sleep, fleet cost, or live Copilot qualification claim is made. ## Risks - Signals cover the application database owner and its child pools. Independent SQL writers and other active processes need an explicit wake integration. Startup reconstructs committed durable state. - The source row lock prevents stale approval-activity archival. It does not add cross-table serializability for concurrent link, visibility, or company-policy changes. - Newly changed eligibility can wait up to the thirty-second notification window, matching the former default maintenance cadence. Saved deadlines still preempt; no new idle polling is added. - Failed records retain recovery debt. Bounded cursor progress lets later rows proceed without dropping failures. - The shared retention transaction now groups materialization and activity-version updates. Existing attention and retention consumers are tested against PostgreSQL. - Kept, archived, resolved or inactive-company approvals can become quiet, but their supported mutations must retain their wake notifications. - The local scheduler cannot wake stopped compute. This PR neither adds approval deadlines to Cloud's external alarm contract nor claims measured host or database suspension. ## Model Used OpenAI Codex, GPT-6 family, with reasoning and code execution. perf(budgets): scope accounting and deliver enforcement asynchronously (#17046)
## Thinking Path > - Paperclip manages AI agents and their paid work. > - Budgets must prevent new work and stop reported overruns. > - Cost settlement also ran serial lifecycle reconciliation for every eligible company agent. > - That made request latency grow with unrelated idle agents and delayed results on stop delivery. > - This change separates atomic admission and accounting from durable asynchronous enforcement. > - Scoped live usage detects overruns without writing provisional ledger charges. > - The result is constant query scope for ordinary settlement and recoverable stop delivery. ## Linked Issues or Issue Description **What happened?** Settlement and budget checks entered company-wide lifecycle reconciliation. A company with 1,000 unrelated idle agents performed 1,001 accounting transactions for one ordinary cost evaluation. User requests could also wait for provider termination. Running usage checkpoints did not enforce reported monetary exposure. **Expected behavior** Keep the final reservation gate authoritative. Commit charges, scope blocks, and enforcement intent before returning. Deliver stop requests after commit. Read only applicable policies and execution scopes for ordinary charges. Stop long-running work when supported reported or priced usage establishes an overrun. **Steps to reproduce** 1. Create a disposable company with one company budget and idle agents. 2. Evaluate a charge below the budget with 0, 17, and 1,000 unrelated idle agents. 3. Compare query counts, company accounting transactions, and duration. 4. Use the controlled partial-usage and delayed-stop fixtures to check enforcement and request responsiveness. **Paperclip version or commit** The measured baseline is `6c9b87d0922f1ebfc43e8b0c36889ac5ba7b9837` from `master`. Related public work: Refs #16976, #2006, #3539, #13763, #14296, #16853, #13075. These cover the affected service charge, cancellation, and accounting paths. This change removes their shared reconciliation overhead. ## What Changed - Batch applicable policy exposure under the existing company accounting lock. Preserve exact fractional money and zero-reservation dispatch fences. - Commit a durable final budget dispatch claim before provider I/O. Retain a separate final issue/run ownership transaction through synchronous handoff, without holding the company accounting lock or awaiting provider work. Preserve native recovery lease checks and duplicate handoff fencing. Browser handoff rechecks current policy; it reuses a consumed rate slot only for the identical policy generation. - Separate ledger spend, live observed spend, and effective held capacity. Use the maximum of reservation and live observation for each unfinished operation. - Deliver budget cancellation through the existing coordinator. Revalidate generations and persist queued/running stop fences before external termination. Bound stop concurrency to four. - Apply agent holds only to the affected agent. Project budgets leave other projects running. Project real company transitions in bounded lifecycle batches. - Replace periodic broad reconciliation with durable pending work, startup repair, receipt replay, and concrete retry/window deadlines. Retain drain and idle-safety checks. - Enforce accepted cumulative usage checkpoints without provisional charges. Final accounting atomically replaces live exposure and settles reservations. - Add operator-gated budget spans, regression coverage, map updates, and a real-PostgreSQL comparison harness. No schema or first-party telemetry change. ## Verification - Full workspace `pnpm -r typecheck` passes on the final ownership fix, rebased onto `bbcf5dfe98`. Production `pnpm build` passes on final head `4c5f4de8b1`. Map, module-boundary, token, and Storybook catalog checks pass. - Focused real-PostgreSQL coverage includes the 292-case rebased accounting/dispatch run, 63 browser cases, 52 run-control/cancellation cases, 42 policy-generation cases, 77 lifecycle/commentary cases, and the exact Muse confirmation regression. Native executor unit coverage passes all 768 cases. Final ownership coverage passes: 74 adapter/use-case cases, nine public regression cases, and the additional deleted-project race. These exercise competing ownership, budget changes and charges between phases, zero/nonzero duplicate claims, rollback, recovery contention, read-only capacity rechecks, and controlled HTTP startup after commit. Another 74 pure/startup/tracing cases pass. The complete CI matrix and both 5/5 reviews passed on `1ac9b58`; its external security scan identified a stale-owner handoff race. The final fix restores synchronous issue/run ownership fencing after the accounting transaction commits. Final head `8e84f55ce8` has fresh Greptile 5/5 with zero new comments, Paperclip review 5/5, and a passing security scan. The complete latest-head [CI matrix](https://github.com/paperclipai/paperclip/actions/runs/39535189808) passes, including budget, browser, Runner, build, and canary jobs. The unchanged Runner close fixture passed on its sole same-head job retry. - Broad local `pnpm test:run` invocations were stopped before required source updates (rebase and review fixes). They are not claimed as full passes. Final full-suite coverage comes from the complete latest-head CI matrix; local focused coverage and the incomplete broad invocations are reported separately. - Reproduce performance with `pnpm --filter @paperclipai/server exec tsx ../scripts/benchmark-budget-enforcement.ts --baseline-ref=6c9b87d0922f1ebfc43e8b0c36889ac5ba7b9837`; repeat with `--reverse`. The harness uses disposable real PostgreSQL, 20 warm samples per variant/count, and records raw timings, SQL/lock counts, agent reads, unchanged agent state, and query plans. Final production-source measurement revision: `eff713a4f72c7f4b7a4002a701cb481d4bfccd95`; the extended harness is committed in `4c5f4de8b1`. | Unrelated idle agents | Baseline median / p95 | New median / p95 | Baseline SQL / locks | New SQL / locks | New agent reads | | --- | ---: | ---: | ---: | ---: | ---: | | 0 | 1.80 / 2.33 ms | 2.99 / 3.88 ms | 5 / 1 | 7 / 1 | 0 | | 17 | 15.53 / 19.55 ms | 2.24 / 2.60 ms | 90 / 18 | 7 / 1 | 0 | | 1,000 | 978.35 / 1,790.43 ms | 2.16 / 2.52 ms | 5,005 / 1,001 | 7 / 1 | 0 | - These measurements use local PostgreSQL 18.1 and Node 26.4.0 arm64. They isolate the cost-evaluation core and complete admission path, without hosted-region or provider latency. Prior-revision reversed-order controls also preserved the constant query counts; the final measurements above use the final production source. - Complete reserve → final ownership gate → immediate offline provider result is measured separately, with one responsible agent and one active operation at each unrelated-agent count. Admission p95 baseline/new: 0 agents **11.54 / 29.77 ms**; 17 agents **9.31 / 27.62 ms**; 1,000 agents **24.51 / 74.05 ms**. Baseline admission was already scoped; the stronger final fence adds bounded overhead. New counts stay constant at 53 Drizzle statements, three transactions, two company-accounting locks, and five agent-reading statements bound to the responsible agent. Zero unrelated-agent reads, exactly one provider callback per sample, and no leftover runs or holds. All admission scenarios stay below 250 ms. No external provider calls are included. - The partial-usage/delayed-termination fixture passed 20/20: receipt persistence p95 13 ms, receipt return to observed durable Stop fence p95 28 ms, complete receipt-start-to-fence p95 50 ms, unrelated database request p95 1 ms while termination was blocked. After releasing the controlled termination fixture, acknowledgement p95 was 14 ms. These are separately measured phases; fixture acknowledgement is not live-provider termination latency. - Models and provider deadlines are unchanged. No deployment, live inference, or staging acceptance is claimed. A quiet 30-minute follow-up waits for the merged revision on staging, then repeats classifier and controlled budget-stop acceptance in staging, recording hosted bookkeeping, queue delay, and actual provider acknowledgement separately. - Development failures retained: finalizer notification regressions (fixed; 27/27 affected cases passed), invalid browser admission fixture assumptions (fixed; browser coverage now passes 63/63), and first-head lifecycle/dispatch CI regressions (reproduced and repaired). A prior-head Cases E2E test hit its unchanged announcement-dismiss handler race while opening a filter; the same journey passed on `1ac9b58`. The external security review then found a stale-owner race between accounting commit and provider entry; final verification covers a competing run in that gap while retaining provider I/O outside the accounting lock. Early PostgreSQL startup attempts hit local semaphore pressure; serial reruns succeeded. The final-head Runner lane had one failure among 1,823 tests: the unchanged `timeout-attachment` fixture failed at its first process close after 6.28 seconds. The sole same-head job retry passed all 1,819 active tests (four skipped), including that fixture in 1.85 seconds. Three isolated local probes could not run correctly because the Rust fake-provider fixture binary was absent; cleanup masked the original startup failure. CI builds that fixture through its normal lane. These probes are inconclusive and are not counted as passes. ## Risks - This changes accounting, lifecycle, and cancellation ordering. Durable generations, source/sequence checks, ownership leases, and company locking remain required for correctness. - Provider stop acknowledgement can be slow or fail. Stop intent remains pending until existing termination proof succeeds; cancelled row status alone does not acknowledge delivery. - Mid-run limits depend on provider usage reports or supported price calculations. Providers that report only at completion cannot provide exact mid-call detection. - Signals are process-local wake hints for the supported single-active-writer model. Durable state and startup recovery remain authoritative. - There are no migrations, new queue tables, or cached balances. Repeat the classifier and controlled budget-stop acceptance after normal rollout. ## Model Used OpenAI Codex, based on GPT-6, with reasoning, tool use, code execution, and parallel coding agents. The host does not expose the exact backend model revision or context-window size, so those values are not asserted. `docs/...`, `fix/...`) and contains no internal Paperclip ticket id or instance-derived details - [x] I have run tests locally and they pass - [x] I have added or updated tests where applicable - [x] I have updated relevant documentation to reflect my changes - [x] I have considered and documented any risks above - [x] All Paperclip CI gates are green - [x] Greptile is 5/5 with no open P2s, recommendations, or follow-ups - [x] I will address all Greptile and reviewer comments before requesting merge --------- Co-authored-by: Paperclip <noreply@paperclip.ing> |

fix: stop idle skill-source polling (#17008)
## Thinking Path > - Paperclip manages agent work and the skills that agents use. > - Project repositories create durable import jobs, and installed sources can refresh automatically. > - The server queried these records every five seconds, even when no work existed. > - Idle tenant databases need to stop receiving those discovery queries. > - This change uses the existing transaction notifications and delivery coordinator. > - Saved refresh, retry, and lease deadlines determine when the worker runs next. > - Cloud does not yet wake these deadlines, so outstanding skill work retains the instance. ## Linked Issues or Issue Description **What existing behavior does this improve?** Skill-source background synchronization. This continues the idle-work migrations in #15625 and #17000. A search found no overlapping open polling-removal PR. **Current behavior** On master `b11010b0d4`, startup installs a five-second skill-source interval and also calls it from the external-object scheduler. Each sweep queries active companies, import capacity, pending imports, and automatic refreshes. **Proposed behavior** Run at startup, after a relevant transaction settles, or at a saved deadline. Stay SQL-quiet when no eligible work remains. Preserve import admission, authorization, atomic claims, retry backoff, and the existing five-minute upstream check. **Reason and benefit** Remove recurring database activity from inactive tenant instances without requiring new tables or a new scheduler. ## What Changed - Replace both recurring skill-sync calls with one delivery-coordinator registration. - Notify from attachment/detachment, source creation/settings/manual refresh/disconnection, project/company deletion, and company status changes, including budget resume. - Restore the earliest eligible `nextSyncAt` or lease-expiry deadline. Due backlogs and conflicts retry after five seconds; no idle recovery cadence remains. - Admit deferred imports again after a batch frees capacity. Preserve requests through drain, standby, restart, and commits during a sweep. - Add sleep-safety predicates for imports and eligible automatic sources until Cloud supports these deadlines. - Document the lifecycle and process-local writer contract. No schema or API changes. - Guard external test database URLs before migrations or cleanup: require a `_test` database name and reject database/options overrides. ## Verification - 147 targeted tests pass: 39 server-startup tests, 14 new real-PostgreSQL lifecycle tests, 20 shared coordinator/scheduler tests, 63 existing import/refresh/retry regression tests, and 11 test-database guard cases. - CI exposed a stale startup mock without the new `start` method. The fixture is updated and all 39 startup tests pass locally. - Tests exercise real enqueue/settings/company-reactivation producers, nested commit, rollback, saved retry/lease restart, manual refresh failure, capacity admission, concurrent commit, shutdown cancellation, and SQL quiet after startup or pause. - Sleep-safety tests reject sleep for future imports and automatic refreshes, and accept inactive retained state. - `pnpm -r typecheck` and `pnpm build` pass. - `pnpm test:run` was attempted and stopped after repeated embedded-PostgreSQL startup failures in unrelated suites. The two existing import/refresh suites initially skipped for the same host limitation; after adding explicit disposable-database options, all 63 regression tests passed against PostgreSQL 17. Full CI passed on `ddb3ee51369baa8c7153bae9fd88efb8b903f2bc`: 55 successful checks, one neutral review check, and two intentional skips. ## Risks - Notifications are process-local. Independent SQL writers and separate live replicas do not wake this worker; startup reconstructs persisted work. - Enabled automatic sources still contact GitHub every five minutes. Their upstream changes have no event ingress here. - Cloud scheduled wakes currently cover routines and issue monitors, not skill sync. This change retains instances with outstanding skill obligations. It does not claim measured host/database suspension or fleet savings. - No change to source authorization, installed content on failure, or existing claim semantics. ## Model Used OpenAI Codex, GPT-6 family, with reasoning, repository tools, and code execution. The host does not expose an exact model revision or context-window size to this session.

Own agent hiring and termination in a lifecycle module (#15631)
## Thinking Path > - Paperclip manages AI agents and their work. > - Agent creation, approval, pause, and termination change whether an agent can work. > - These changes currently use separate service and database paths. > - Some agents need setup after their record exists and before their harness can run. > - This PR adds one module that owns those state changes and their transactions. > - The module records progress and retries incomplete work after a server restart. ## Linked Issues or Issue Description **Problem or motivation** A hire can become active before its execution environment is ready. Direct agent state writes also bypass one common lifecycle boundary. Termination does not have a durable step for resource cleanup. **Proposed solution** Use agent lifecycle commands for hiring, approval, pause, resume, and termination. Keep proposed hires pending until approval. Prepare each approved hire, test its saved harness configuration, and then permit work. Wait for required plugin work before completing a step. **Alternatives considered** A general database commit hook would expose transaction details to callers. A timer alone would delay each new hire. This module owns each command transaction and starts its worker after commit. A periodic scan recovers work after a process stops. **Roadmap alignment** This change adds the lifecycle boundary for the existing agent and plugin systems. It does not add a user interface or a provider implementation. It replaces the lifecycle delivery approach in #15391. Related proposals include #11475 and #13099; this change does not add their external executor protocols. ## What Changed - Add durable approval, preparation, verification, pause, resume, stop, and cleanup states. - Keep agent creation, lifecycle state, configuration writes, and agent record deletion behind `modules/agent-lifecycle`. Keep validation, credential rules, reads, onboarding, invitations, general approvals, and company data deletion in their services. - Commit a hire before the remaining onboarding or invitation work. Serialize requests with the existing dedicated database connection helper. Reuse the hire after a failed attempt. - Keep accepted work in the run queue during setup. Require execution and cleanup evidence before completing pause or termination. - Retain the original credential owner when approving migrated hires. - Start lifecycle work after each command commits. Use database leases and revision checks for retries and late results. - Add a generic required plugin method and capability. Store the required plugin IDs for each agent. Track host and plugin completion separately. - Keep harness verification and credential rules in services. Supply their results to lifecycle through explicit ports. Reject failed logins and incomplete probes. - Remove reverse imports from lifecycle adapters into services. Share record queries and validation below both layers. - Use one hire decision path for agent IDs and approval IDs. Resolve the approval and agent change in one transaction. Expose policy reconciliation on the command object. - Save configuration and verification invalidation through one module operation. Ordinary commands own their transaction. Restrict the shared transaction integration to its listed callers. Reject identity, company, accounting, timestamp, and unknown fields. - Require completed termination before deleting agent records. The company deletion service calls the module through a separate deletion interface. - Save an approved secret before applying its agent binding. A failed binding leaves the secret approved. A retry reuses it. - Remove old permission and metadata export files. Move hire configuration rules out of lifecycle persistence. - Report failed worker steps and scans with operation context and known error codes. Omit provider messages, stacks, and configuration values. Document ordinary application use and extension rules. - Recover expired native owners only after execution stops. Retry cleanup of failed retained leases. Wait for setup in the live smoke script. - Keep manual, budget, and company pause reasons separate. Guard execution status writes with the ready state. - Add a migration, boundary checks, regression tests, and a lifecycle guide. Keep the current UI. - Limit periodic policy checks to 100 eligible agents per minute. Continue from the last agent ID. Exclude pending hires and agents in termination or a final state. Keep explicit company and budget updates immediate. ## Verification - Latest head `ccc3c86b0` aligns the shared status update schema with the PATCH route. All 15 shared tests, 104 server route/OpenAPI tests, 2 CLI tests, and shared/server/CLI TypeScript checks pass. The Greptile comment is fixed. CI is running; no new Apex review was requested for this small fix. - Rebase `75708ac94` rebases onto master at `2eb5187e4`. The backup test uses the shared 90-second timeout from master; the older timeout commit was removed. The affected backup test passes. - Agent budget edits now pass the target agent ID through enforcement. All 50 affected tests, server TypeScript, and 11 boundary tests pass. Both configuration update paths have regression coverage. CI is running on the latest head. No new Apex review was requested for these small fixes. - Rebase `9b568666a` preserves the run-control extraction and delivery-work startup changes from master. All 559 affected tests, server TypeScript, and 11 boundary tests pass. CI and Apex review are running on the final head. - The policy scan fix passes 56 lifecycle and diagnostic tests, 24 policy and caller tests, and 11 boundary tests. A regression test checks the page limit, interval, excluded states, and cursor wraparound. - Rebase `fd4698750` passes all 611 tests in eight affected lifecycle, route, and heartbeat suites. Server TypeScript and all 11 module boundary tests pass. The company deletion rollback and concurrent hire tests are included. - Follow-up `00aac7646` fixes the failed decision deletion test and the public update schema. All 126 affected server tests, 8 shared tests, 2 CLI tests, and 11 boundary tests pass. Shared, server, CLI, and UI TypeScript checks pass. - Server TypeScript passes: `pnpm --filter @paperclipai/server exec tsc --noEmit`. - All 11 boundary tests pass: `node --test scripts/check-module-boundaries.test.mjs`. The repository boundary scan also passes. - All 68 lifecycle, failure diagnostic, and harness verification tests pass. Tests reject forbidden fields through the root command, combined transition command, and restricted transaction integration. They also check invalid fields returned by configuration preparation. - Failure tests cover host work, plugin work, claims, renewals, deferrals, and scans. Log tests check known error codes and exclusion of private error contents. - All 355 tests in 10 existing caller suites pass. These tests cover secret approval, pairing, pending hires, credentials, company import, built-in agents, managed agents, instructions, and skills. - The branch is rebased onto `origin/master` at `2eb5187e4`. The queue guards and cancellation lock fix use the extracted heartbeat queue. Agent cancellation uses the extracted run-control file. The source diff scan found no secrets or private URLs. - Earlier checks cover approval retries, rollback, late verification results, policy holds, deletion rollback, concurrent company deletion, and queue admission during setup. - Before the rebase, CI passed on `00aac7646` and Greptile Apex rated it 5/5 with no open comments. CI and a new Apex review are pending for the rebased commit. The branch has no merge conflicts. - The full local build and native Dot suite were not run. The host has no Cargo. No live provider test was run. ## Risks - Background policy recovery takes more than one minute when more than 100 agents are eligible. Explicit company and budget updates still reconcile immediately. - The restricted configuration integration keeps an agent reference and its dependent records in one transaction. It cannot change a budget or invoke a lifecycle transition. A periodic scan starts pending setup after that transaction commits. - Secret approval and binding use separate transactions. A failed binding can leave an approved secret with no agent binding. - New approved hires remain unavailable until setup and verification complete. Existing clients see `paused` during these steps. This PR does not change the UI. - Migration `0320_daily_onslaught.sql` maps existing statuses and pause reasons. It does not create external resources or claim that an existing harness passed verification. - Use a coordinated server update for this migration. Older server versions can write legacy status without the new lifecycle checks. - A failed onboarding or invitation request can leave a committed hire. A retry reuses that hire and completes the remaining records. - Deletion requires completed termination. Company deletion can require another request while cleanup is pending. - Required plugins must make repeated calls safe and reject older revisions. A disabled or removed required plugin blocks completion until it is restored. - A new hire can run a second harness test after the existing UI test. Some adapters can charge for this test. - No live provider test was run. Provider implementation and resource backfill remain separate work. ## Model Used OpenAI GPT-6 through Codex, with reasoning, code tools, and local test execution. ## Checklist - [x] I have included a thinking path that traces from project context to this change - [x] I have specified the model used (with version and capability details) - [x] I have checked ROADMAP.md and confirmed this PR does not duplicate planned core work - [x] I have searched GitHub for duplicate or related PRs and linked them above - [x] I have described the issue in this PR with the feature request field labels - [x] I have not referenced internal or instance-local issues or links - [x] My branch name describes the change - [x] I have added or updated tests where applicable - [x] I have updated relevant documentation - [x] I have considered and documented risks - [x] Targeted local tests pass - [x] All Paperclip CI gates are green on the new commit - [x] Greptile Apex is 5/5 with no open comments on the new commit - [x] I will address review comments before requesting merge --------- Co-authored-by: Paperclip <noreply@paperclip.ing> |

feat: add company decision models with permission and cost controls (#15473)
## Thinking Path > - Paperclip is the open source app people use to manage AI agents for work. > - Optional product features need small, typed model decisions. > - Each company needs to choose which shared API connection pays for those decisions. > - Calls must retain user and task permissions, budget limits, and cost attribution. > - This pull request adds a managed decision service, setup UI, and request history. > - Features can check availability cheaply and keep their existing behavior when decisions are unavailable. ## Linked Issues or Issue Description **Subsystem affected** Server services, shared contracts, database accounting, Company Settings, and Costs. **Problem or motivation** Paperclip has no common decision-model service. Adding provider calls within each feature would duplicate credential access, permission checks, and billing rules. **Proposed solution** Let a connection manager configure one company decision model. Support OpenAI Decisions and Jev through OpenRouter. Provide a fixed setup test and metadata-only history. Default company-sponsored background decisions to on during setup, and preserve a saved off setting. **Alternatives considered** Per-feature credentials would duplicate existing connection management. Personal overrides and provider fallback chains add permission and billing complexity; they remain deferred. **Roadmap alignment** Reviewed ROADMAP.md and searched open PRs. This extends existing connection access and budget accounting. Product features that call the service remain outside this change. No matching decision-model service PR was found. ## What Changed - Add company settings, an internal `decisionModelService`, local availability checks, and trusted human, agent/run, and system contexts. - Pin Vercel AI SDK provider dependencies and adapt boolean, choice, and ordered-score decisions for both providers. Bound requests and time; disable paid retries. - Add durable invocation metadata and agentless decision ledger charges. Preserve fractional cents, pricing evidence, dispatch identity, and unresolved billing holds. - Share the company accounting lock and apply company, agent, and project budgets. Settle charges once, retain unknown holds, and recover interrupted calls without resubmission. - Reuse connection setup and management UI. Add a Decisions view under Costs, production-component Storybook coverage, database migration, and service documentation. ## Verification - Passed 166 current-code tests covering the decision service/provider, setup component, Costs, OpenAPI, and every failure from the earlier broad run. Coverage includes native SDK wire formats, refusals, billed malformed responses, permission and secret-rotation races, identity changes, concurrent budget admission, unresolved holds, agent/task deletion, and stale setup feedback. - Passed 170 existing connection, cost, budget, heartbeat-accounting, and profile regression tests. - Passed repository typecheck, production build, and design token gates after integrating master. Verified the generated migration on a fresh test database and upgraded the populated preview database from the branch's earlier migration without losing settings or usage. - Ran the required full `pnpm test:run`: its general phase completed with 16,354 passed and 10 failures across five files while this branch was still being updated. Every reported failure passes in the current-code rerun; the serialized phase did not run after that failure. The full GitHub CI suite passed on `b1b856a88`: general and serialized tests, browser shards, runner checks, typecheck, production build, packaging/canary, and policy gates. [CI evidence](https://github.com/paperclipai/paperclip/actions/runs/37673106360). - Passed the full-shell Storybook setup-to-history interaction test again after integrating master. Greptile rates the final revision 5/5 with zero unresolved threads. - Walked through the running app: empty setup, add each provider, save, reload, run all three sample questions, inspect fractional charges in history, switch provider while sponsorship is off, disable, and reconnect. Checked mobile settings. These tests used the actual UI, vault, server, SDKs, and database with simulated upstream responses. - Live paid setup tests remain unverified: this environment has no authorized OpenAI/OpenRouter credentials available. No mocked test is presented as live provider evidence. Reviewer journey: Company Settings → General → Decision model. Add/select a shared API connection, save, run the billed sample, open View usage, then disable decisions and verify Run test is disabled after reload. ## Risks - The SDK decision interface is experimental. Pinned versions and wire-format tests limit upgrade drift. - The migration allows agentless service charges and reservations. Existing agent cost-reporting APIs still require an agent, and decision receipts stay separate from run reconciliation. - Timeouts can have unknown provider charges. Holds remain until an audited accounting correction resolves them. - OpenAI prices use a versioned Decisions rate snapshot; OpenRouter costs use provider receipts. Unknown pricing is retained as unknown. - A configured company authorizes background spending by default. Setup explains this, and managers can turn it off. - Live provider account/model availability still needs the two credentialed acceptance checks. ## Model Used OpenAI GPT-6 through Codex, with reasoning, repository inspection, code execution, and browser tools. The exact serving revision and context-window size are not exposed in this session.

Add project and agent resource lifecycle hooks (#15280)
## Thinking Path > - Paperclip manages agents and projects for work. > - Plugins need reliable lifecycle hooks for these resources. > - In-process notifications can disappear during a restart. > - A lifecycle record must commit with the resource change. > - This pull request adds a generic lifecycle journal without provider calls. > - A later plugin delivery layer can use these records without losing lifecycle changes. ## Linked Issues or Issue Description **Problem or motivation** Resource provisioning needs durable hooks for agent hiring, pause, resume, termination, and project creation. Hooks must cover shared service callers, budget actions, and approval paths. Capture should work for all plugins and deployment modes. **Proposed solution** Record content-free events in the resource transaction. Deduplicate creation and unchanged status. Preserve each pause/resume cycle. Commit approval, activation, and creation together. Commit termination and API-key revocation together. **Alternatives considered** Event subscriptions alone cannot survive process failure. Cloud-only capture would exclude other plugins. Provider calls inside tenant transactions would couple resource creation to external services. **Roadmap alignment** This is lifecycle infrastructure for the existing plugin system. It adds no provider, adapter, UI, or plugin read API. Repository mutations and backfill remain separate work. Searches found no duplicate lifecycle-journal PR. ## What Changed - Add a company-scoped lifecycle journal and an additive migration. - Record hired-agent and project creation from shared services. - Record agent pause, resume, and termination, including generic updates and budget actions. - Lock agent state changes to suppress concurrent duplicate hooks. - Make hire approval, rejection, and termination transactions atomic with their lifecycle records. - Document capture, ordering, future per-plugin acknowledgments, and migration scope. ## Verification - Full workspace typecheck: `pnpm -r typecheck` passed. - Production build: `pnpm build` passed. - Focused agent, project, approval, budget, and built-in regressions: 102 tests passed across 9 suites. - Final lifecycle journal check: 14 tests passed. It covers repeated/concurrent transitions, rollback, key revocation, self-hosted capture, and company boundaries. - Review regression: 32 lifecycle and approval tests passed, including rejected-hire rollback and retry; server typecheck passed after the fix. - The initial local `pnpm test:run` overlapped the rejection fix and reported the new rollback regression against the earlier service code. A fresh lifecycle run passed all 14 tests. Fresh full local shards were stopped once the complete CI test matrix passed on the final commit. - `git diff --check` and a local secret/PII scan passed. - Greptile: 5/5 on `3ee3903f8e1a171ea3ba2bea9caa2b5766a3f807`, with the review thread resolved. - [Complete CI passed](https://github.com/paperclipai/paperclip/actions/runs/37374227222) on `3ee3903f8e1a171ea3ba2bea9caa2b5766a3f807`: general server/chat/workspace tests, serialized server suites, runner checks, build, typecheck, canary, and all end-to-end shards. The requester waived CI during the Actions outage, but the workflow subsequently completed successfully. ## Risks - The migration creates an empty table. It does not scan or backfill existing resources. - Apply the normal database migration before running this server version. Event-write failure intentionally rolls back the resource change. - Pending hires cannot bypass approval through pause or resume. - Capture works on all deployments. Plugin delivery, retention, retries, and provider actions remain separate work. No plugin can read this journal through a new API in this PR. - Future delivery must enforce company scope, track acknowledgments per plugin, and preserve resource order. A global sequence cursor can skip uncommitted transactions. - A termination hook does not authorize deleting persistent volumes. ## Model Used OpenAI Codex, based on GPT-6, with reasoning, repository inspection, code execution, and tool use. The exact deployment model ID and context window are not exposed in this session.

[codex] Enforce backend execution release gates (#9089)
## Thinking Path > - Paperclip is the open source control plane people use to manage AI agents for work. > - Backend execution safety is part of the control plane contract: agents must stop at budget hard limits, stale execution paths must not create duplicate live work, and checkout ownership must remain authoritative. > - The recovery branch bundled these release-gate checks with broader unrelated work. > - Reviewers need a narrow PR that isolates only the backend safety behavior and regression coverage. > - This pull request keeps budget incident creation idempotent so repeated evaluation does not duplicate release-gate telemetry or approvals. > - It also adds focused coverage for idle timer skips, stale queued-run behavior, and live checkout conflict preservation. > - The benefit is a smaller, reviewable release-gate slice for budget hard stops, stale execution recovery, and ownership-safe issue mutation. ## Linked Issues or Issue Description Refs #8866 This PR extracts a focused backend safety slice from the closed broad recovery PR. The underlying problem is that release-gate behavior needs direct regression coverage before review: budget hard stops should not duplicate incidents/logging on repeated evaluation, timer wakes should respect the no-actionable-work skip policy, stale queued runs should remain invalidated, and active checkout ownership must survive conflicting checkout attempts without side effects. ## What Changed - Made budget incident creation report whether an incident was newly created, so soft/hard threshold activity logs are emitted once per incident window. - Added embedded Postgres budget release-gate tests covering soft incident idempotency, hard-stop pause/cancel behavior, budget override resume behavior, and telemetry redaction. - Added heartbeat coverage for skipping generic timer wakes when the agent opts into `skipTimerWhenNoActionableWork`, while preserving legacy/proactive timer behavior. - Added stale execution lock route coverage proving a conflicting checkout returns `409` without overwriting live checkout or execution ownership and without writing checkout activity. ## Verification - `./node_modules/.bin/vitest run server/src/__tests__/budgets-service.test.ts server/src/__tests__/heartbeat-process-recovery.test.ts server/src/__tests__/heartbeat-stale-queue-invalidation.test.ts server/src/__tests__/issue-stale-execution-lock-routes.test.ts --no-file-parallelism --maxWorkers=1` - First run: 3 files passed, 98 tests passed; `issue-stale-execution-lock-routes.test.ts` failed during import because the isolated worktree initially lacked dev dependency links for `supertest`. - `CI=true NODE_ENV=development pnpm install --frozen-lockfile --ignore-scripts` - Recreated worktree dev dependency links; emitted unrelated plugin SDK bin warnings because plugin SDK dist files were not built under `--ignore-scripts`. - `./node_modules/.bin/vitest run server/src/__tests__/issue-stale-execution-lock-routes.test.ts --no-file-parallelism --maxWorkers=1` - Passed: 1 file, 7 tests. - `git diff --check` - Passed. ## Risks Low to medium risk. The production code change is intentionally small and only suppresses duplicate threshold activity logging for already-open budget incidents, but it affects budget release-gate observability. The new tests use embedded Postgres and should catch regressions in budget hard stops, timer wake gating, stale queue invalidation, and checkout conflict preservation. > For core feature work, check [`ROADMAP.md`](ROADMAP.md) first and discuss it in `#dev` before opening the PR. Feature PRs that overlap with planned core work may need to be redirected — check the roadmap first. fix: Stop archived companies from waking agents (#7478)
## Thinking Path
> - Paperclip orchestrates AI agents for zero-human companies
> - Each agent has a heartbeat scheduler that wakes it on timers and on
events; every wake spawns an adapter (Claude / Codex / …) run that bills
the operator's subscription
> - When an operator archives a company, the agents inside it remain in
invokable states — the heartbeat scheduler never consults company status
— so timers keep firing and event-driven wakes (comments, mentions,
blockers-resolved, etc.) keep cascading
> - On real deployments this silently drains the operator's
subscription: idle archived companies wake their CEOs hourly, plus any
cross-company event cascade
> - This pull request enforces "archived ⇒ never spawns a run" as a
structural invariant by guarding the wake path AND cascading agent state
on archive/reactivate
> - The benefit is that archived companies stop billing the operator,
and the UI/queue stays consistent with the invariant
## What Changed
- `server/src/services/heartbeat.ts`:
- `enqueueWakeup()` loads the company and short-circuits when status is
not `active`. Background sources (timer, automation, events) write a
`company.inactive` skipped wake and return `null`; explicit user invokes
throw a `conflict` so the UI surfaces the real reason.
- `tickTimers()` joins agents to active companies so the scheduler does
not iterate archived-company agents at all (no skip-row noise).
- `server/src/services/companies.ts`:
- `archive(id, actor?)` pauses runnable agents with `pauseReason =
"company_archived"` inside the transaction (preserving
`pending_approval`, `terminated`, and agents paused for unrelated
reasons), then cancels `queued`/`running` heartbeat runs after the
transaction commits.
- `update(id, data, actor?)` reverses the cascade only for agents whose
`pauseReason === "company_archived"` on the `archived → active`
transition; manually-paused agents stay paused.
- Both methods emit activity-log entries (`company.archived` with
`agentsPaused` + `runsCancelled`, `company.reactivated` with
`agentsRestored`) so the audit trail fires regardless of caller.
- `packages/shared/src/constants.ts` + `server/src/services/budgets.ts`:
add `company_archived` to the legal `PauseReason` union so the
restorable marker is a first-class value.
-
`packages/db/src/migrations/0094_backfill_archived_company_agent_pauses.sql`:
backfill so existing archived-company agents become `paused /
company_archived` (excludes `pending_approval`).
- `ui/src/lib/activity-format.ts`: add the `company.reactivated` label.
## Verification
- `npx vitest run src/__tests__/companies-service.test.ts` — archive
cascade, reactivate cascade, and activity-log entries (with counts) all
pass.
- `npx vitest run
src/__tests__/heartbeat-archived-company-guard.test.ts` — timer +
on-demand + event-wake paths all blocked for archived companies;
`company.inactive` skipped-wake row written; user-initiated wakes throw
`conflict`.
- `pnpm typecheck` — clean.
- Manual repro from the bug description: archive a company, wait an
interval / post a comment on one of its issues, observe zero new
heartbeat runs.
## Risks
- Migration `0094` is a single bulk UPDATE on `agents` joined to
archived `companies`. On large deployments it briefly holds row locks on
archived-company agent rows; should be quick because the predicate is
narrow (`status NOT IN (paused, terminated, pending_approval)` and
`companies.status = 'archived'`).
- New `pauseReason` value (`company_archived`) is opaque to older
clients that only know the previous union. Acceptable because the union
is read as plain text and the contract is sync'd in the same change.
- Behavior change for users: invoking an agent in an archived company
now fails with a conflict instead of silently spawning a run. Intended.
## Model Used
- Claude (Anthropic) — model `claude-opus-4-7` ("Opus 4.7"), Claude Code
CLI, with tool use (Read/Edit/Bash/Grep). No extended thinking mode.

## Related Work
Fixes #1348 (`[Bug] Archived companies still running heartbeats and
consuming tokens`).
Prior attempts and parallel work in this area:
- #1365 and #1429 by @hungdqdesign (March 2026) — both closed without
merging. Same three-layer shape (`tickTimers` / `enqueueWakeup` /
`resumeQueuedRuns` + archive-route cancellation) targeting #1348. Credit
for first publicly proposing the wake-path-guard approach.
- #5865 by @stubbi (May 2026, open) — adds the same `companies.status !=
'archived'` joins to `tickTimers`, `enqueueWakeup`, `resumeQueuedRuns`,
**and** routines `tickScheduledTriggers`, bundled with plugin-table
tenant isolation (`plugin_entities` / `plugin_job_runs` / `plugin_logs`
/ `plugin_webhook_deliveries` get a `companyId` FK with `ON DELETE
CASCADE`). This PR is narrower — it does not touch routines or plugin
tables — but adds the **archive cascade** (pause agents with
`pauseReason = "company_archived"`), the **reactivate reverse**
(un-pause only that subset), the **`company_archived` pause-reason
marker**, and a **backfill migration** for pre-existing archived
companies, which #5865 does not include. Happy to coordinate sequencing
or rebase if #5865 lands first.

Sync/master post pap1497 followups 2026 04 15 (#3779)
## Thinking Path > - Paperclip orchestrates AI agents for zero-human companies > - The board depends on issue, inbox, cost, and company-skill surfaces to stay accurate and fast while agents are actively working > - The PAP-1497 follow-up branch exposed a few rough edges in those surfaces: stale active-run state on completed issues, missing creator filters, oversized issue payload scans, and placeholder issue-route parsing > - Those gaps make the control plane harder to trust because operators can see misleading run state, miss the right subset of work, or pay extra query/render cost on large issue records > - This pull request tightens those follow-ups across server and UI code, and adds regression coverage for the affected paths > - The benefit is a more reliable issue workflow, safer high-volume cost aggregation, and clearer board/operator navigation ## What Changed - Added the `v2026.415.0` release changelog entry. - Fixed stale issue-run presentation after completion and reused the shared issue-path parser so literal route placeholders no longer become issue links. - Added creator filters to the Issues page and Inbox, including persisted filter-state normalization and regression coverage. - Bounded issue detail/list project-mention scans and trimmed large issue-list payload fields to keep issue reads lighter. - Hardened company-skill list projection and cost/finance aggregation so large markdown blobs and large summed values do not leak into list responses or overflow 32-bit casts. - Added targeted server/UI regression tests for company skills, costs/finance, issue mention scanning, creator filters, inbox normalization, and issue reference parsing. ## Verification - `pnpm exec vitest run server/src/__tests__/company-skills-service.test.ts server/src/__tests__/costs-service.test.ts server/src/__tests__/issues-goal-context-routes.test.ts server/src/__tests__/issues-service.test.ts ui/src/lib/inbox.test.ts ui/src/lib/issue-filters.test.ts ui/src/lib/issue-reference.test.ts` - `gh pr checks 3779` Current pass set on the PR head: `policy`, `verify`, `e2e`, `security/snyk (cryppadotta)`, `Greptile Review` ## Risks - Creator filter options are derived from the currently loaded issue/agent data, so very sparse result sets may not surface every historical creator until they appear in the active dataset. - Cost/finance aggregate casts now use `double precision`; that removes the current overflow risk, but future schema changes should keep large-value aggregation behavior under review. - Issue detail mention scanning now skips comment-body scans on the detail route, so any consumer that relied on comment-only project mentions there would need to fetch them separately. ## Model Used - OpenAI Codex, GPT-5-based coding agent with terminal tool use and local code execution in the Paperclip workspace. Exact internal model ID/context-window exposure is not surfaced in this session. ## Checklist - [x] I have included a thinking path that traces from project context to this change - [x] I have specified the model used (with version and capability details) - [x] I have run tests locally and they pass - [x] I have added or updated tests where applicable - [ ] If this change affects the UI, I have included before/after screenshots - [x] I have updated relevant documentation to reflect my changes - [x] I have considered and documented any risks above - [x] I will address all Greptile and reviewer comments before requesting merge --------- Co-authored-by: Paperclip <noreply@paperclip.ing> |
