Use the public Search creation action to preserve a user title before the provider starts, preventing an unrelated naming permission from blocking strict native-operation cases. Keep prompts, permission policy and native evidence assertions unchanged.

Use current composer controls and creation response IDs so generated titles cannot break task lookup. Verify standard, Plan, and Ask creation with paused agents before paid qualification.
