Separate retry-schedule notifications from ordinary queued-run eligibility. Preserve exact deadlines and prove native producer commit/rollback behavior without global retry scans on ordinary agent or issue edits.

Preserve company reconstruction for graph, run and eligibility changes. A real PostgreSQL producer regression verifies one assignment check among1000 open tasks, with broader eligibility reconstruction still intact.
