docs(mcp): add MCP Access Governance operator guide, demo script, release notes (PAP-10397)
Phase 9 / DevRel deliverable for the MCP Access Governance launch.
- doc/MCP-ACCESS-GOVERNANCE.md — canonical operator guide covering managed
connections, catalog + risk classification, profiles and bindings, policies,
approvals and trust rules, runtime slots, audit, local trusted deployment,
the Paperclip-as-MCP-endpoint vs gateway explainer, and known limitations.
- doc/MCP-DEMO-SCRIPT.md — end-to-end demo for read, approval-gated write,
and denied/destructive cases against the bundled synthetic-todo-kv fixture.
- doc/RELEASE-NOTES-mcp-access-governance.md — release notes draft with
upgrade and verification steps. Pending CTO sign-off before publish.
