DottaandPaperclip 90caa73b95 feat(runner): wire provider-neutral PRP receipts 
Add versioned semantic-tool and budget stop receipts with replay parity, conformance fixtures, and normalized adapter evidence. Score eval trace completeness from PRP receipts while preserving the existing live evidence fallback.
