fix(onboarding): hide the probe's diagnostics while the hire is in flight (#12902)
After a successful sign-in, a block of amber diagnostics flashed up and vanished as the step advanced. They are the identity and target INFO checks every environment test reports: they make the result a warn without blocking anything, and the step rendered any non-pass result, so they owned the screen for the window between the probe returning and setStep(5). Gated on loading rather than the connect phase. A blocking result stops the hire and handleGiveHeartbeat clears loading in the finally after its early return, so a genuine block still shows its checks while a hire in flight shows none. The button needed no change: step 4 forces the footer's loading to false and takes its label from connectCta, which reads Connecting for that whole window. |

**What happened?**
The CompanySkills install-preview dialog tests used a timer hop after
opening the dialog. The timer could run before React completed passive
effects. A later click then used stale dialog state.
**Expected behavior**
The test helper must flush passive effects before the test interacts
with the dialog. The tests must pass without a race between timer
callbacks and React scheduler tasks.
**Steps to reproduce**
1. Run the CompanySkills test file many times from the ui directory.
2. Observe intermittent failures that report an empty agent list or a
null slug.
3. Run the same tests with React act to flush passive effects.

refactor(onboarding): reconcile the arc column's width comment with its width (#12875)
The shell carried two comments arguing opposite things: the older made the case for a 64px inset and said 40px was too wide, the newer made the case for the 40px the code uses. The older one had also drifted from the code independently - it described 68px sides and a 424px column while the file used --sz-64px, a 432px column. One comment now: 40px sides, a 480px column, the measure the connect sequence is drawn to and which the arc shares. The earlier objection is kept and marked untested, with a note that if step 1 or step 3 reads loose the fix belongs in those steps' content rather than the shared shell. Comment-only; no behaviour change. |

feat(onboarding): the connect step's sign-in as one continuous sequence (#12863)
Picking a source starts the sign-in: the row collapses to the answer, the card opens where the credential link was, and the footer button walks Sign in -> Waiting for code -> Connecting before the step advances. Back unwinds it a beat at a time. Nothing mounts to change layout - the card and the link are always rendered and their heights animate, with inert holding the a11y line - because a mount changes the page in one frame and no easing can smooth a step already taken. Review fixes in the same branch: the displayed-code panel now reports its prompt upward (the OpenAI path could not leave the loading beat without it), the two-second hold is a cancellable beat rather than a dropped timer, unwinding a sequence that never opened a card no longer starts a login to cancel it, and the key field regains focus-on-open. |

A native steer must move it once into the active run. A legacy interrupt must move it once into the follow-up run. A removed item must stay removed. Progress text that is identical to the final response must appear once. Consumed follow-ups must show both queue and steer/delivery times, and post-steer native segments must identify themselves as continuations of the same run. **Steps to reproduce** 1. Start a long-running task. 2. Send two or more follow-up messages while the agent is active. 3. Reorder the messages and remove one message. 4. Send the first queued message as steering. 5. feat(onboarding): the API key field is the same card as the sign-in (#12820)
Flipping "Use API key instead" changed the shape of the connect step rather than its content: #12801 redrew the sign-in as a borderless 12px-radius card with 44px rows, and the key field stayed a bordered `rounded-md` box with a 28px control tucked to the right. Two visual languages in one canvas, one toggle apart. The field's own note already argued against exactly that — the two are alternatives to one question and have to read as two answers, not two kinds of thing. The reasoning held; only its target moved, and matching by restating measurements is what let it drift. It composes `OnboardingLoginCard` and the shared row input now, so there is nothing left to keep in sync. The environment variable takes the slot the sign-in cards use for their sentence, in mono, still answering what a paster cannot answer for themselves: where this step will put the key. Supporting changes: `instruction` widens to `ReactNode`, and the row input's classes move to an exported `onboardingCardInputClass`. The tests pin the sharing rather than the appearance — the two inputs carry the byte-identical class string, and the key field's shell is the same element the sign-in renders. Only CEO-role agents get the permission by default. This blocks delegation-by-default workflows. Operators must toggle the permission for every hire. **Proposed solution** Default `canCreateAgents` to `true` for newly created agents. Apply and persist the default at creation only. Stored rows without an explicit value stay fail-closed at read and enforcement time. Keep the default at `false` when the agent's permissions record marks it low-trust (the `low_trust_review` preset or a trust boundary). Explicit values always win. This change follows that line: capability by default for standard trust, containment by default for low trust. ## What Changed - `normalizeAgentPermissions` now takes a `create`/`stored` context. Creation writes get the new default: enabled unless `permissionsImplyLowTrust()` detects the low-trust review preset or a trust boundary. Stored rows without an explicit value normalize to disabled (fail-closed). The role parameter is gone. - `agentPermissionsSchema` no longer injects `canCreateAgents: false` when the field is omitted. The server-side default applies instead. - `authorization.ts` normalizes raw agent rows for `agents:create`, so enforcement matches what the API reports for legacy rows. - `tasks:manage_active_checkouts` no longer rides on `canCreateAgents`. CEO role, explicit grants, and the manager chain remain the paths. - `agents:create` is denied outright inside any resolved low-trust execution context (agent, project, issue, or run policy). Legacy or malformed permission records without an explicit value stay fail-closed at read and enforcement time; they never gain the authority retroactively. - Low-trust runs can no longer create agents at all, even when the agent carries an explicit `canCreateAgents: true`. Before this change, that combination could hire. Connect starts the sign-in; the card that appears is the sign-in rather than an offer of one; success advances to Review rather than reporting itself. The two logins end in different places and the button says which: Claude submits a code back here, so it spins on "Connecting"; OpenAI finishes in another tab, so it stays a still, disabled Next until the poll lands. AdapterLoginPanel grows autoStart / onCancel / onConnected / chrome rather than a second implementation — the session start, both polls, the server deadline, the one-shot completion read and the unmount release are the parts onboarding needs unchanged. Every prop is off by default, so the agent form and the new-agent page render what they did before. Claude's code auto-submits on the paste, not on every change: isValidBrowserCode accepts any printable ASCII from one character up, so a value-driven submit fired on the first keystroke of anyone who typed. Also orders the OpenAI card and the settings displayed-code panel code-above-link, with the instruction worded to match, and releases the displayed-code session on unmount so an abandoned login stops holding the one-per-owner reservation. |

Reads the connect and agent steps from the design's own values through the Figma MCP rather than measuring an export, which corrected the arc column inset (433px content, 64px inset — `--sz-68px` goes with the mismeasurement it was minted for) and restored the selected tile's border alongside its fill. Round-4 items: sources named for the provider you sign in with, OpenAI's mark inlined so it can take `currentColor` on a light tile, monochrome autofill via `box-shadow` (Chrome ignores `background-color`), and the agent step's placeholder. Also wires `MODEL_SOURCE_NAMES`, which was added for the rename and never read — the tiles kept passing the display registry's label, so the step still showed "Claude Code" and "Codex" under a heading asking which provider you are signing in to. Covered by a test that fails on the unwired version. |

feat(onboarding): Figma pass over the tenant arc (#12726)
Takes the four tenant onboarding steps to the design, and makes the model choice explicit. **Nothing is preselected on the connect step.** It arrived with a source already chosen, which made the row read as a confirmation rather than a question and let a customer pass the step having touched none of it. The step now opens unanswered and cannot advance until a source is selected in the visible row. Two defects fell out of that, both found by Greptile in review: - A saved draft can name an adapter the row does not show — one the registry dropped, or one in the advanced list. The gate asked `sourcePicked`, which only means "a draft named something", so Next stayed live on a step that had visibly asked nothing and would hire against the hidden name. It now asks `sourceSelected`, read off the visible row, and the snap that replaces an unofferable adapter clears the pick rather than presenting its replacement as chosen. - Cmd+Enter bypassed that gate entirely, because the condition was written out twice and drifted. Both paths now ask one predicate. Also: selection is a fill rather than a border; the input canvas opens only for a chosen source; the close control is gone from every step (nothing downstream of the connect step works until a model is connected); the arc draws to the design's 424px column with a filled 44px name field; the CTA reads "Next" through the arc and "Get started" at the end; the login spinner reads "Preparing..."; the OAuth panels number their fields and show the URL above the code. Storybook: the arc stories waited for a button named "Connect" and had been silently rendering the wrong step since the CTA was renamed. They now wait on the destination heading. Three e2e specs had the same fault and now select a source before advancing. One test was removed rather than replaced — `hydrates again when the same company comes back through onboarding` drove the close control, and three substitutes each passed against a wizard with the behaviour deleted. The reason is recorded where it stood. Known and not fixed here: SidebarCompanyMenu opens the wizard at step 1 for "create a new organization", and with no exit an existing user who changes their mind is trapped. The onboarding connect-a-model step. It presented the model choice as a
dropdown plus an "Advanced settings" disclosure, and put each credential
type in a different place, so the controls below moved whenever the
choice changed.
**Subsystem affected**
Tenant onboarding wizard (`ui/src/components/OnboardingWizard.tsx`) and
its Storybook coverage.
**Current behavior**
The step offered every registered adapter through a disclosure.
Credential entry appeared in a different shape per source. None of the
three agent-arc steps could be rendered outside a provisioned cloud
stack, so the sign-in panel and the review step were only reachable by
walking a real signup.
**Proposed behavior**
Two brand tiles for the recommended sources, a link that switches
between subscription and API-key credentials, and one canvas that holds
whichever input the current choice needs. Storybook stories mount the
real wizard against fixtures and walk it forward, so every step and its
states can be inspected locally.
**Reason and benefit**
The step reads as one decision rather than three scattered ones, and its
furniture stays still while the choice changes. The stories mean a
regression in it is visible before release instead of during a signup.

adapter.** `ModelSourceTiles` is fed the `recommended` set, which is
`claude_local` and `codex_local`; Gemini, Cursor, Grok, Kimi, OpenCode
and Paperclip Runner are no longer selectable *during onboarding*. This
is deliberate. The full list is unchanged in agent settings, which is
where an adapter can still be switched after the agent exists, and
adding a source back is one `recommended: true` in
`adapter-display-registry.ts`. Flagging it because it is the one
behavioural narrowing here and it is not visible from the diffstat.
- The API key entered on this step is held in component state and
deliberately never written to the onboarding draft, because that draft
is `localStorage`. A customer who leaves mid-step re-enters the key;
that is the intended trade.
- Storybook-only risk: the fixtures now answer the environment test from
the story's auth state. If a future change moves the hire's gate off the
`adapter_auth_missing` check code, the stories would keep passing while
the product regressed. The gate is asserted in the adapter packages' own

its contents only, and its container was deliberately left unanimated

Related merged work: [#12619](https://github.com/paperclipai/paperclip/pull/12619) and [paperclip-cloud #319](https://github.com/paperclipai/paperclip-cloud/pull/319). **What happened?** A fresh Paperclip-managed OAuth connection discovered the correct Google Workspace tools, but it left every allowed tool in quarantine. The Apps page then reported zero actions for write profiles and counted disabled actions for read profiles. **Expected behavior** A fresh or revived managed connection must remain disabled until Paperclip stores credentials, discovers the catalog, reviews the profile allowlist, installs default policies, and activates the connection. A later reauthorization must preserve user choices. A later catalog change must quarantine new or changed tools. **Steps to reproduce** 1. Connect a managed Google Workspace write profile. 2. Complete provider consent and return through the instance callback. 3. Open the connection in Apps. 4. Observe that the connection is active but the allowed actions remain quarantined. **Paperclip version or commit** Commit `c7ebc089c` from merged pull request #12619. **Deployment mode** Self-hosted local development through Tailscale HTTPS. The same callback logic applies to Cloud-hosted instances. **Installation method** Built from source with pnpm. **Agent adapter(s) involved** Not adapter-specific. This change affects the core Apps and tool-access paths. ## What Changed - Kept fresh and revived managed connections in the draft state until catalog finalization succeeds. - Added a managed-draft refresh option that quarantines discovery results without changing generic draft behavior. - Activated reviewed profile tools, created bindings, and installed ask-first policies in the existing finalization transaction. - Preserved custom profiles, bindings, archived state, and policies during ordinary reauthorization. - Kept new or changed tools quarantined after activation and kept out-of-profile tools disabled. - Counted only active catalog entries as available actions in the Apps page. - Added retry, revival, reauthorization, policy, profile, and UI regression coverage. ## Verification - `pnpm --filter @paperclipai/server exec vitest run src/__tests__/tool-access-service.test.ts` — passed, 208 tests. - `pnpm --filter @paperclipai/ui exec vitest run src/pages/apps/AppDetail.test.tsx` — passed, 52 tests. - Server and UI typechecks passed. - `pnpm build` — passed on the final tree. - `pnpm check:token-gates` — passed. - `git diff --check` — passed. - Browser walkthrough — passed for all 16 enabled Google Workspace profiles through the staging Cloud broker and a self-hosted Tailscale HTTPS instance. The shared live-QA environment caused unrelated workspace-runtime concurrency and cleanup failures, so hosted CI is the clean-environment authority for the full suite. ## Risks - The change affects managed OAuth only.
