Distinguish a budget or agent refusal saved on the existing receipt from genuine recovery failure. Preserve HTTP409 messages and details, grant each new wait reason its existing finite grace, and retain failure backoff for unsaved or unexpected errors. Prove actual Retry admission,25-minute SQL quiet, independent warm producer-to-process release, missing/cancelled receipts and real PostgreSQL write failure.

Keep bounded returned child facts independent of graph node and edge admission, and use the existing live-work predicate for running status, active runs and pending waits.
