467125fafb feat(connections): one-screen connector setup with stated defaults (#14811)

**What existing behavior does this improve?**
The setup flow for tool connectors in the Apps catalog.

**Subsystem affected**
Apps and Connections: `ui/src/features/connections`,
`ui/src/pages/apps`, the `packages/shared` app definitions, and the
OAuth routes in `server/src/routes/tool-access.ts`.

**Current behavior**
Every connector opened with an Access step. The step asked who can use
the connection and which agents get it, and both answers were already
selected. 18 connectors also asked "How do you want to connect?" when
Paperclip could rank the methods. The Google apps and Postman also asked
"What should Paperclip be able to do?" before sign-in. The four gateway
connectors (Zapier, Arcade, Composio, Executor) used a separate two-step
wizard. Asana was pinned to a customer-owned OAuth app, so the user had
to register an app in Asana's developer console. The "Set all" control
on the Permissions tab changed only one action. After the user approved
access, Railway's consent page showed "you can close this window" and
did not return to Paperclip.

**Proposed behavior**
One screen per connector, with one primary button. The screen states the
defaults in one sentence, for example "Connects for everyone in your
organization, available to all agents". A "Change" link opens one
Advanced panel. When the provider's metadata allows dynamic client
registration, Paperclip registers a client itself. Connecting lands on
the Permissions tab. On that tab, "Set all" changes every action in the
group.

**Reason and benefit**
The user makes fewer decisions before the connection exists. Most
choices are easier to make after the connection, on the Permissions tab,
where a change has an immediate effect.

**Breaking changes**
None. No schema or API change. Existing connections keep their settings.

## What Changed

- **No Access step.** `ConnectionSetupFlow` no longer has the Access
step. The flow shows the resolved default above the primary button and
on the completion screen. The access controls moved into one Advanced
panel. The panel opens automatically only when a setting in it is
required.
- **A default method for every app.** The flow always picks the ranked
default method. Alternate methods are in the Advanced panel. The Google
and Postman capability choice is not asked before sign-in. The
write-capable method is the default.
- **Gateway connectors.** `RemoteMcpProductionSetup` (Zapier, Arcade,
Composio, Executor) no longer has its own Access step. Its commit path
and the main commit path use one helper, `askFirstCatalogEntryIdsFor`,
for server-suggested defaults.
- **Dynamic registration from live metadata.**
`canRegisterOAuthClientDynamically` now allows registration when the
provider advertises a registration endpoint, even if the catalog entry
lists only customer-owned clients. The Asana and Linear definitions and
catalog text match live probes. Asana issues clients for loopback
callbacks only, so a hosted deployment still needs an Asana app.
- **Connection setup states.** New
`packages/shared/src/connection-setup-state.ts` sorts each method into
`instant`, `authorize`, `paste` or `register`. The gallery card verb
("Connect" or "Add key") comes from this resolver and the instance's
ownership availability.
- **Generic MCP.** The generic path no longer asks "Does it need a key?"
first. A credential challenge from the server shows the key field.
- **Permissions tab.** Each action row shows its risk level. Each group
has a "Set all" control. The control sends one change for the whole
group. Before, each row's save started from the same render, so the
saves overwrote each other. The Zapier/Arcade/Composio/Executor setup
screen had the same defect.
- **OAuth callback interstitial.** A cross-site browser navigation to
`/api/tools/oauth/callback` gets a small same-origin "Finishing your
connection…" page. That page repeats the request, and the repeat does
the code exchange. Railway's consent page replaces itself after about
two seconds, and the code exchange plus tool discovery takes longer than
that. The interstitial uses only a meta refresh, because the OAuth code
is single-use. Requests without `Sec-Fetch-Site: cross-site` take the
old path.
- **Linear registers through its MCP server.** Linear pins the console
endpoints at `linear.app`. Pinned endpoints now replace discovery only
when the method cannot register, or when the connection has an
operator-entered client. So a Linear connection now finds the
registration endpoint at `mcp.linear.app`.
- **Own-OAuth-app recovery stays on the one-click screen.** When the
method also accepts a customer-owned client, the client fields are in
the Advanced panel. The panel opens after a failed sign-in. "Try again"
resumes the draft with the operator's client.
- **E2E specs** follow the one-screen flow. The Access-step clicks are
removed, the specs open **Change** before they pick agents, and they
expect GitHub's **Add key** verb.
- **Default permissions do not change.** New connections still allow
every action. The user can set actions to Ask first or Off on the
Permissions tab.

## Verification

- New tests:
- `PermissionsPanel.group.test.tsx` checks that "Set all" sends one
change for the whole group. It fails on the old code.
  - `action-permissions.test.ts` checks the group update.
  - `connection-setup-state.test.ts` checks the four setup states.
- A server test checks that a cross-site callback gets the interstitial
and does not use the OAuth state, and that the same-origin repeat
completes the connection.
- Manual check on a hosted staging deployment. GitHub, Google Drive,
Composio, Notion, PostHog and Railway each connected from one screen and
returned to the Permissions tab. On Railway, "Set all" changed all 65
write actions, and the change remained after a reload.
- Visual changes: snapshot baselines are intentionally not updated. See
the `doc/design/DECISION-SHEET.md` entry "Per-change snapshot
verification demoted to dormant (Jul 13 2026)".

## Risks

- **Fewer confirmation clicks.** Organization-wide access is the
default, and the user does not confirm it on a separate step. This was
already the preselected answer. The flow shows the default before the
user clicks and again after the connection.
- **Google write scope.** Google apps now request the write-capable
scope by default. A narrower scope needs a new sign-in.
- **Dynamic registration from live metadata.** A provider can advertise
registration and then reject a redirect URI. Asana rejects hosted
callbacks, for example. In that case registration fails, and the
customer-owned client path remains available for recovery.
- **Callback interstitial.** The OAuth callback adds one same-origin
step for cross-site browser navigations. Browsers without `Sec-Fetch-*`
headers use the old direct path.
- Chat and bot connectors (Discord, Telegram, Microsoft Teams, iMessage)
do not change.

**Current behavior**

With chat connectors enabled, GitHub opens a menu that asks whether to
use tools or create a bot. Saved tools and bots share the same catalog
entry.

**Proposed behavior**

GitHub opens tool account access. GitHub Code Review Bot opens agent
selection. Saved bots and drafts appear under the bot card.
Chat-disabled instances show only GitHub tools.

**Reason and benefit**

The catalog names the two uses and removes an extra setup choice. The
bot keeps the existing GitHub provider, credentials, endpoint IDs, setup
steps, and runtime.

**Additional context**

Related work: https://github.com/paperclipai/paperclip/pull/12843 and
https://github.com/paperclipai/paperclip/pull/14594 established GitHub
account identity. This change preserves that tool flow. No duplicate
catalog split was found.

## What Changed

- Split the generated app definitions into GitHub tools and GitHub Code
Review Bot. Reuse the existing GitHub logo and channel method.
- Open bot setup directly, including old resume and reconnect links.
- Put existing bot endpoints and drafts under the bot card. Hide
duplicate internal chat applications.
- Keep pasted GitHub URLs mapped to the tool connection.
- Add seven Storybook states for the catalog, saved connections,
disabled chat, both setup paths, mobile, and light mode.

Two optional Storybook jobs skip under their normal trigger rules; the
manual Storybook deployment passes. The branch has no merge conflicts.
- Greptile: 5/5 on the current head, with no review comments or
unresolved threads.
- `pnpm -r typecheck`, `pnpm build`, `pnpm check:token-gates`, and `pnpm
build-storybook` passed. The final Storybook fixture also passed UI
typecheck and the hosted build.
- Targeted catalog, URL matching, routing, grouping, brand, and chat UI
contract tests passed.
- GitHub provider browser tests: 2 passed. These cover direct tool setup
and the bot setup and management lifecycle with provider responses
mocked.
- Embedded-browser test on an isolated local instance: opened both
cards, selected an agent, saved a bot draft, and resumed the same
endpoint under the bot card after a reload.
- Storybook Tool Setup and Bot Setup assertions pass in the published
preview. Chat Disabled assertions pass locally. Inspected mobile and
light mode, including the draft-row layout and official GitHub marks.
- Local full-suite limitation: `pnpm test:run` was not clean. A
cross-company route assertion failed in the aggregate run and passed in
isolation; a workspace-runtime test reached its 30-second hook timeout.
Some isolated database reruns skipped when the embedded-PostgreSQL
availability probe failed. The local aggregate was stopped after CI
completed. The corresponding full CI suites pass all 360 tool-access
tests and all 162 workspace-runtime tests.
- No live GitHub authorization or installation was performed. The
isolated instance correctly stopped at the cloud enrollment or public
HTTPS prerequisites.

## Risks

- Low scope: catalog presentation and routing change. There is no
database migration or provider credential change.
- Existing GitHub bot URLs now open bot setup directly. The tool route
remains `/apps/connect?source=github`.
- The bot remains behind the existing chat-connectors feature flag.
Existing endpoints retain `provider: github`.
- Channel applications are represented by endpoint rows. Regression
tests cover legacy bot applications, tools, active bots, and drafts
together.

## Model Used

OpenAI GPT-6 through Codex, with reasoning, code execution, and
embedded-browser tools. The exact deployed model ID, context window
size, and reasoning setting are not exposed to this session.

**What happened?**

GitHub Actions tools remain absent after the GitHub App receives Actions
read/write access and the user refreshes actions in Paperclip. Paperclip
does not request the Actions MCP toolset.

**Expected behavior**

Authorized GitHub connections expose workflow tools, including
`actions_run_trigger` with `method: "run_workflow"`, so agents can
dispatch an existing release workflow.

**Steps to reproduce**

1. Connect GitHub to Paperclip with access to a repository that has a
dispatchable workflow.
2. Grant the GitHub App Actions read/write permission and approve the
installation update.
3. Refresh the connection's actions in Paperclip.
4. Observe that the workflow tools are absent.

**Paperclip version or commit**

Base commit: `fae698031`.

**Deployment mode**

Hosted instance with a managed GitHub connection. The same missing
header affects PAT connections.

No matching public issue or pull request was found in the duplicate
search.

## What Changed

- Send `X-MCP-Toolsets: default,actions` through the shared GitHub MCP
header helper. This covers discovery, refresh, and execution for
existing and new managed or PAT connections, including legacy rows
identified through `transportConfig`.
- Test catalog refresh, tool risk classification, and workflow dispatch
through a mock MCP server.
- Document tool names, workflow arguments, required GitHub permissions,
and the refresh step.

## Verification

- Passed both affected test suites: `pnpm exec vitest run
server/src/__tests__/tool-access-service.test.ts
server/src/__tests__/tool-gateway.test.ts` (391 tests).
- Passed `pnpm check:token-gates` and `git diff --check`.
- Live provider check: the default catalog returned 45 tools.
`default,actions` returned 49 tools, with no tools removed. The four
added tools were `actions_get`, `actions_list`, `actions_run_trigger`,
and `get_job_logs`.
- Live `actions_get` / `get_workflow` call succeeded. No workflow was
dispatched during live verification.
- Passed `pnpm -r typecheck` and `pnpm build` with the existing Rust
toolchain added to PATH.
- Rechecked server typecheck and build after the legacy-connection fix;
both passed.
- The full local test run has reported three skills-cache failures in
`company-skills-service.test.ts`. All three reproduce on the untouched
base commit (`fae698031`) on this macOS host: runtime-cache directory
renames fail with `EACCES`. The full run remains in progress.
- Greptile: 5/5 on `7d391e3c7`, with no unresolved review threads.
- After deployment, use **Refresh actions** on an existing GitHub
connection and verify the workflow tools appear.

## Risks

- Refreshed GitHub catalogs expose more tools. Existing access,
approval, and quarantine rules still apply. `actions_run_trigger` keeps
GitHub's destructive classification because it also supports
cancellation and log deletion.
- GitHub still enforces token and installation permissions. Dispatch
requires Actions write permission and a workflow with
`workflow_dispatch`.
- No database migration or saved connection edit is required.

## Model Used

checked. This change only improves the existing GitHub connection
permissions page.

**What existing behavior does this improve?**

The GitHub connection permissions page and its repository display
metadata.

**Current behavior**

The page links directly to an existing installation. The repository list
has no account filter, search, height limit, or private-repository
marker. Refresh access occupies a separate section.

**Proposed behavior**

Show all authorized repositories by default. Filter by account or
organization and search by name. Open GitHub's account chooser to
configure access across organizations. Show GitHub icons and
private-repository locks. Keep refresh beside configuration and limit
the visible list to about ten rows.

**Reason and benefit**

Users can find repositories across organizations and configure missing
access without creating another GitHub identity. Large repository lists
no longer fill the page.

**Breaking changes**

None. Repository display metadata gains an optional private flag. Older
snapshots remain valid and gain the flag after access refresh. No SQL
migration is required.

## What Changed

- Add an All accounts view, account filter, search, and empty states.
- Link both configuration controls to GitHub's app account chooser.
- Place an accessible refresh icon beside the configuration button.
- Keep the repository heading and list in one section.
- Add GitHub icons and private-repository locks.
- Cap the scrollable list at ten rows using a design token.
- Persist GitHub's private flag only when the provider returns a
boolean.
- Recover missing legacy app configuration from GitHub installation
metadata.
- Update tests and the GitHub connection runbook.

## Verification

- Focused tests passed: 54 permissions-page tests and four GitHub
metadata tests.
- UI and server typechecks passed before submission. Token gates passed.
- Browser checks verified account filtering, search, empty results, and
the configuration destination.
- The live list contained 40 repositories. Its final height was 272
pixels, which fits ten single-line rows with gaps. Scrolling retained
all rows.
- A live access refresh populated 30 private-repository lock icons from
GitHub metadata.
- Full workspace typecheck and build passed. The broad local suite
stopped in the general-server group with 18 failed files. Failures
include macOS temporary-path handling and embedded PostgreSQL startup.
That run also overlapped the legacy fix and retained a stale GitHub
module; the final focused run passed all 58 tests. Clean-runner CI is
tracked separately.
- Latest-head review is 5/5 with the legacy chooser finding resolved.
All CI checks passed on commit
`0ff2b63f348f5c87d8b7df6e43388f60f5d872d9`, including build, typecheck,
all test shards, browser tests, and canary dry run.

## Risks

- Older repository snapshots lack visibility metadata until refreshed.
Unknown visibility does not display a lock.
- The account filter lists authorized installation owners. Users add
other organizations through GitHub's chooser.
- Filtering changes only the displayed list. GitHub remains
authoritative for repository access.

## Model Used

OpenAI GPT-6 (`gpt-6-astra`) via Codex. Reasoning, code execution, and
browser tools were used. The exact context window size was not exposed.

After Cloud enrollment, a fresh test-drive asked for a GitHub key.
Production did not advertise the managed GitHub profile. Staging did.
The permissions page also omitted the authenticated username and
repository names.

**Expected behavior**

Continue with GitHub OAuth when available. Explain unavailable sign-in
and allow retry otherwise. Show the GitHub username and complete
accessible repository list.

**Steps to reproduce**

Start a fresh test-drive. Choose GitHub and complete instance enrollment
while the Cloud GitHub profile is disabled. Open an existing GitHub
connection's permissions page.

## What Changed

- Preserve managed sign-in intent when the gallery omits its profile.
- Refresh the selected gallery entry on retry without resetting the
audience.
- Fetch all pages of GitHub installations and repositories.

## Verification

- All 382 focused setup, permissions, metadata, service, and webhook
tests passed across final runs. One socket-hang-up test passed on rerun
with the full service suite. Final service, metadata, and webhook checks
passed all 230 tests.
- The broad local suite was stopped after failures. Seven
workspace-runtime exposure and control-conflict failures reproduce on
base commit `54a99d884`. The broad run also overlapped local iteration;
final focused tests and clean-checkout CI are tracked separately.
- Browser: a fresh production-backed instance completed enrollment,
retried after profile enablement, reached GitHub consent, recovered from
a missing installation, and completed OAuth.
- Browser: the permissions page showed the authenticated username and
the selected private test repository. A real `get_me` call returned the
same account. Reading the selected repository passed; reading an
unselected private repository failed with 404.
- Browser: a second fresh instance completed enrollment and OAuth
without a PAT form or unavailable state. Its username and repository
list survived reload and refresh. A real get_me call on the final code
returned the displayed account.

## Risks

- Repository names are now stored in company-scoped grant metadata and
shown with that credential. They are display data, not authorization
data.
- Large selections require more GitHub API calls. A failed later page
rejects the refresh rather than reporting a partial list.
- Older grants and webhook-invalidated snapshots require Refresh access
to load the list.
- Cloud profile enablement is separate deployment configuration. This PR
does not change OAuth scopes or GitHub App permissions.

## Model Used

OpenAI GPT-6 (`gpt-6-astra`) via Codex. Reasoning, code execution, and
browser tools were used. The exact context window size was not exposed.

The browser audit found a second, separate clarity problem. GitHub
showed "Continue to GitHub" twice: once to open its local method
selection and once to start OAuth. The first label promised the wrong
action. This change fixes that label without adding or removing a setup
step.

## What Changed

- Use "Continue" when Access opens another local OAuth setup step.
- Keep "Continue to <provider>" and the external arrow when Access
starts OAuth directly.
- Test GitHub defaults, pre-enrollment setup, direct Notion OAuth, and
dialog behavior.
- Document the two GitHub button actions.
- Preserve the external-handoff arrow in the direct-OAuth Storybook
fixture.

## Verification

- Targeted connection tests: 114 passed.

- Live OAuth, local MCP identity, and a real staging sandbox task passed
during the audit. This patch does not change those paths.
- Full local suite has known unrelated macOS path/runtime test failures
from the audit. All CI passed on head
`936ce09f4e1faaf09f9fb778c2cd4c65c2a41972`, including typecheck, build,
all test shards, browser tests, and canary dry run. Greptile: 5/5; no
unresolved comments.

## Risks

- Low risk. This changes button text and an icon cue only. There is no
new schema, permission, consent, or credential behavior.
- Providers with multiple methods now say Continue before their method
screen. Direct OAuth providers keep their existing wording.

**What happened?**

After a pending Cloud enrollment expired, Continue opened the same
expired
approval link. Cloud returned ENROLLMENT_NOT_AVAILABLE. Returning to
setup and
selecting Continue repeated the failure.

**Expected behavior**

Continue must ask the server for a valid enrollment. The server must
reuse a
live pending enrollment and replace an expired one. Existing approved
instances
must not need another approval.

**Steps to reproduce**

1. Start GitHub setup on a fresh self-hosted instance.
2. Start Cloud enrollment but leave it unapproved until the link
expires.
3. Return to step 2 and select Continue.
4. Before this change, the browser opens the expired link again.

**Paperclip version or commit**

Reproduced from master commit 05735b3d87.

**Deployment mode**

Fresh source test-drive instance, connected to staging Cloud.

## What Changed

- Always call the existing enrollment-start endpoint from Continue.
- Retain the server's expiry, pending-enrollment reuse, and concurrency
rules.
- Test both expired and future-dated cached enrollment responses.
- Document recovery from an expired unapproved link.

## Verification

- Five targeted connection suites: 150 tests passed.
- `pnpm check:token-gates`: passed.
- Live browser: reproduced the expired-link loop, then recovered with
this fix.
- Live browser: approved once, returned to step 2, connected GitHub
without a
restart or repeated Cloud approval, and ran GitHub MCP get_me
successfully.
- Separate new managed staging stack: connected without self-hosted
enrollment;
an actual Daytona task verified the responsible user's GitHub identity,
authenticated API access, both token variables, Git helper
configuration,
shallow clone/fetch, and author/committer metadata. No repository
writes.
- Repository-wide typecheck and build passed.
- The full local unit command is not claimed green: macOS temporary-path
  fixture failures, Linux `/proc` listener checks, and overlapping local
service-port tests affected the runs. The two isolated workspace-control
and
remote-profile suites pass unchanged with `TMPDIR=/private/tmp` (30
tests).
A further canonical-path run passed 216 of 220 tests; remaining failures
were in the unrelated runtime-exposure suite. Superseded full runs were
  stopped after exact-head CI completed successfully.
- Exact-head CI is green: all general and serialized test shards,
typecheck,
build, canary dry run, and all three browser shards passed. Storybook
was
skipped by its normal path filter. Greptile is 5/5 with no findings or
review
  threads. The PR is mergeable.

## Risks

- Low risk: one additional local API request before navigation when a
cached
  pending URL exists. The request already exists for first enrollment.
- Cloud remains the approval authority. This change does not extend link
expiry, bypass approval, change permissions, or change active
enrollment.
- No schema, Cloud service, dependency, or telemetry changes.
- The first sandbox agent guessed the wrong Paperclip API hostname when
reporting its result. Recovery succeeded with the supplied API URL. A
second
bounded task verified GitHub identity, reported its result, and reached
Done
in 36 seconds without recovery. No service change was needed for that
mistake.

## Model Used

OpenAI Codex. The runtime does not expose the exact model identifier or

window to this task. Used reasoning, source editing, shell tests, and

**Subsystem affected**

Connected Apps, connection grants, secret resolution, native Git runtime

**Problem or motivation**

Users need to connect GitHub once and let agents use the correct GitHub
identity. A run should use a dedicated agent account when one exists.
Otherwise, it should use the responsible person's account. The
connection must survive token expiry, repository access changes, and
temporary instance downtime.

**Proposed solution**

Add user-owned and agent-owned GitHub grants to the existing connection
model. Resolve one identity for MCP, Git, `gh`, health checks, and
webhook bindings. Store provider tokens in the existing encrypted secret
system. Refresh expiring token pairs under the existing lease and
compare-and-swap path. Register signed Cloud webhook bindings and
process normalized pull request and installation events through a
durable local inbox.

**Alternatives considered**

An organization-wide GitHub token would lose person and agent
attribution. Environment variables alone would bypass the managed
connection and grant model. A new GitHub-only credential store would
duplicate the existing secret and access systems. GitHub App
installation tokens and private-key custody remain outside this first
version.

**Roadmap alignment**

This change implements the Connected Apps direction. It also extends the
shipped MCP Tool Gateway, per-agent secret access, and
action-attribution systems. It does not add a repository catalog. The
open repository catalog work in
[#11234](https://github.com/paperclipai/paperclip/pull/11234) is related
and complementary.

## What Changed

- Added agent-owned connection grants and a per-agent credential policy
with company and subject constraints.

## Verification

- The current head is fully green in GitHub CI, including build,
typecheck, all serialized/general server shards, all browser shards,
policy, canary dry run, review, and security checks.
- Live staging proof completed with a non-expiring GitHub App user
token, selected-repository installation, repository add/remove refresh,
managed MCP, native `gh`, HTTPS clone/push/delete, GitHub noreply commit
attribution, signed merged-PR webhook acceptance, durable
Cloud-to-instance delivery, and installation-access event processing.
Temporary branches and temporary repository access were removed
afterward.
- `pnpm check:token-gates` passed.
- `pnpm -r typecheck` passed before and after the rebase onto
`origin/master`.
- `pnpm build` passed.
- The focused connector suite passed 285 tests after the rebase.
- The full stable suite passed 5,790 tests and failed 22 tests across 8
general server files. The failures reproduced as shared-runner
environment issues. They included `/tmp` versus `/private/tmp`, closed
database connections, and invalid high ephemeral ports. The focused
connection tests pass in isolation.

## Risks

- Migrations add agent grant subjects and a durable connection-event
inbox. Migration numbering and safety checks pass.
- A raw GitHub user token enters the agent process for Git and `gh`.
Per-tool Ask-first controls cannot limit those shell operations. The UI
warns users about this boundary.
- GitHub App user tokens can be non-expiring. Paperclip performs a
continuity check every 30 days, but provider revocation still requires a
reconnect.
- The webhook path accepts only signed and bounded payloads. It stores a
minimal normalized record and no raw provider payload.
- GitHub repository permissions remain authoritative. Removed access can
make a cached repository count temporarily stale, but runtime access
fails immediately.
