fix(runner): ship provider pack in the standard Docker image (#14854)

Refs #14024. The standard production image does not include the remote provider pack. Downstream Cloud images inherit that omission. Remote OpenCode and ACPX runs fail with `runner_remote_provider_artifact_incompatible` and ask for `PAPERCLIP_RUNNER_REMOTE_PROVIDER_PACK_PATH`. ## What Changed - Build and copy the provider pack into the standard production image. - Set the pack path and check that an unprivileged user can read its artifacts and execute Node. - Let the legacy cloud target inherit the pack from production. - Add regression checks for production packaging and cloud inheritance. - Document stamped image behavior and the default pack path. ## Verification - The 12 focused Docker stamp and provider-pack reuse tests pass on commit `4a11f8d52aead55f85527c8e82c6d7f2644ce0da`. - The new packaging regression failed against the old Dockerfile and passed with the fix. - On the current commit, `pnpm build` and `pnpm -r typecheck` pass. Related: #12856 changes image dependency packaging; it does not retire this producer. **What existing behavior does this improve?** Core's recurring Docker publication and Cloud readiness workflow. **Current behavior** Master pushes call the legacy cloud publisher from Cloud readiness. Release tags and manual Docker runs call it too. Canary promotion also requires the legacy image. **Proposed behavior** Publish standard Core images and retain `Cloud source verified v1`. Let downstream services build their managed image. Keep explicit commit previews and existing images available. ## What Changed - Remove `docker-cloud.yml`, its master and release callers, and its unused cache selector. - Remove the legacy image/migrator wait and `Cloud deployable v1` job. A search of open cache PRs found no duplicate of this change. **What existing behavior does this improve?** Remote Docker cache reuse on fresh Cloud image builders. **Current behavior** [Cloud run 34714483272](https://github.com/paperclipai/paperclip/actions/runs/34714483272/job/103609096836) imported the previous cache manifest successfully but rebuilt `cargo-chef` and Rust dependencies. The dependency compile took 3m43s. The preceding image build had already exported those layers. Expected savings include about four minutes of native tool/dependency compilation when those inputs are unchanged. In Cloud readiness run 34698143548, that stage took about 3m48s when its cache was unavailable. **Proposed behavior** Generate a recipe with pinned cargo-chef 0.1.73. Build locked release dependencies in `runner-deps`, then copy and compile real Rust source and embedded protocol inputs in `runner-build`. Source edits can reuse the dependency layer from the existing registry cache. **Reason and benefit** Reduce dependency recompilation during source changes and merge bursts. Expected savings are roughly 2–4 minutes when the old native layer would miss but dependency layers are available. Full cold builds also pay for the recipe tool installation. Ordinary app-only cache hits gain little from this change. **Breaking changes** None to the shipped application or image tags. **What happened?**
The release smoke fails.
`tests/release-smoke/docker-auth-onboarding.spec.ts`
never gets past its first wait:

The spec waits for an `h3` reading "Name your organization" or a
"Start Onboarding" button. Neither exists. #12274 removed the
company-naming
step; the string now survives only in a code comment and in
`ui/src/components/OnboardingWizard.step.test.tsx`, which asserts it is
*absent*. The steps after the first wait are stale too: the CTA on step
1 is
"Continue" and not "Next", the organization input's placeholder changed,
and
the agent step's `#onboarding-agent-role` picker is gone, so every
onboarding
hire is filed under the neutral `general` role.
The suite runs only from the release pipeline, so nothing on a pull
request
saw the drift. Both `smoke_nightly` and `smoke_beta` call the same
reusable
workflow, so every nightly and every beta was blocked.
The failure also arrived without diagnostics. The job's "Capture Docker
logs"
step is `if: always()`, but it is guarded on `SMOKE_CONTAINER_NAME`,
which the
"Launch Docker smoke harness" step writes to `$GITHUB_ENV` only *after*
the
harness returns. On any failure before that the guard is false, the step
does
nothing, and the upload reports "No files were found". Below that,
`scripts/docker-onboard-smoke.sh` starts the container with
`docker run -d --rm`, so the `docker stop` in its EXIT trap deletes the
container and its logs together — and a container that crashes on its
own is
removed the instant its process exits.
**Expected behavior**
The spec walks the onboarding arc the app actually presents, and proves
the
company is created, the lead agent is hired, and the first task is
seeded and
dispatched. When the smoke fails, the run's artifact carries the
container's
logs.
**Steps to reproduce**
1. Run the Release Smoke workflow against a published artifact that
carries
#12274, or run it locally:
