fix: preserve scoped status-card work across mutations and recovery

Complete transactional source coverage, cached feature gating, startup scope reconstruction, off-page relative query expiry and busy-lock retry. Verify producer, persistence, failure, budget resume, compatibility and startup paths with isolated PostgreSQL and focused tests.
