refactor: drive status-card evaluation from committed work

Move generation sequencing into a feature-owned deadline worker and retain persisted evaluation, eligibility and relative-search obligations. Add transactional producer hints and initial PostgreSQL acceptance coverage; follow-up completes the producer audit and remaining lifecycle gates.
